Where Ocoee roofs fail in a storm
Several named storms have struck Orange County in recent years. At Orlando International, Hurricane Irma in 2017 produced a peak gust of 69 knots. Milton in 2024 brought gusts up to 87 mph locally and 4 to 8 inches of rain, with 188 structures affected.
Wind rarely removes a whole roof. It lifts the ridge vent, strips shingles along the ridge, or opens a flashing seam. FEMA's field teams found that lost ridge vents expose large openings in the deck, and that one house had ceilings collapse though only ridge shingles and vent were gone.
Leaks also follow the places where the code requires flashing: wall and roof joints, changes of slope, and openings such as vent pipes and chimneys. With 77.5 percent of Ocoee housing units being single-family detached homes, many roofs have several of these joints, and each one is worth checking after a storm.
Repair or replace
Repair or replace: the 25 percent rule
Under Florida's building code, patching may cover no more than 25 percent of a roof or roof section within any 12-month period. Go past that and the whole roof section must be brought to current code, unless the roof itself was built, repaired or replaced to the 2007 Florida Building Code or later. A local government cannot change that exception.
The median Ocoee home was built in 2000, so the 2007 exception will not apply to many roofs here. If your roof has been re-covered since March 2009, ask whoever did the work what code edition it followed. That answer decides how far a repair can go.
Whether a small repair requires a permit is up to the building official. Before work starts, check with the City of Ocoee Building Division to confirm.

What to do safely after a storm
Stay off the roof. Orange County storm reports include two deaths of people who fell while clearing debris from their own roofs, after Ian and Milton. Photograph damage from the ground and cover openings only from inside the attic or from a ladder-free spot.
Check the attic and ceilings for stains, soft decking and light coming through. Insurers look for missing or cracked tabs, granule loss, exposed felt and visible leaks. Notice of a new claim must reach your insurer within 1 year of the loss, so call your insurer or agent about coverage and timing.

What is the 25% roof rule in Florida?
Within any 12-month period, repairs, replacement or recovering may touch no more than 25 percent of a roof or roof section, unless the entire roof section gets replaced or recovered. The exception is a roof already built, repaired or replaced to the 2007 Florida Building Code or later, where only the repaired part must meet current code. In Ocoee, where the median home was built in 2000, many roofs may not qualify for that exception.

Do I need a permit for roof repair in Ocoee?
Repairing a building calls for a permit, though the code allows the building official to approve ordinary minor repairs without one. That decision belongs to the City of Ocoee Building Division, which handles roof permits here. Ask them before work begins, since a small patch and a larger repair may be treated differently.

Can my insurer cancel my policy because my roof is old?
If your roof is 15 years or older, your insurer must allow an authorized inspector to check it, at your own expense. When the inspection shows 5 or more years of useful life remaining, the insurer may not refuse or non-renew coverage based only on the roof's age. How long do I have to report storm damage in Orange County?
Your insurer must receive notice within 1 year after the date of loss, or a new or reopened property claim is barred. A supplemental claim has 18 months. After Milton in 2024, Orange County recorded 188 affected structures, so deadlines run from the date of each storm. Contact your insurer or agent for your policy's details.
