Where Winter Park roofs fail in a storm

Orange County has taken real wind. Hurricane Milton in 2024 brought gusts of 55 to 75 mph, locally 87 mph, and 4 to 8 inches of rain. Crews counted 188 structures affected, 32 of them with major damage. Orlando gusts in Irma reached 69 knots.

FEMA's field teams call roof covering damage a primary source of water intrusion. Leaks follow the spots where code requires flashing: wall and roof intersections, changes of slope, and roof openings. On a 1976 roof, that flashing is the first place we look.

Ridge vents and soffits are the next weak points. FEMA notes that losing a ridge vent can open a large hole in the deck. One of its example houses had ceilings collapse though the only roof damage was lost ridge shingles and vent. Soffits have historically performed poorly, and the 2007 code began requiring them to resist wall wind loads.

  • Missing, loose or cracked shingle tabs, and exposed felt or asphalt
  • Cracked, lifted or rusted flashing at walls, chimneys and vent pipes
  • Lost ridge cap or ridge vent
  • Soft spots in the decking, or stains on ceilings and attic wood

Repair or replace: what the 25 percent rule says

The Florida Building Code caps patching at 25 percent of a roof or roof section in any 12-month period. Go over that, and the roof covering on the entire roof or section has to be replaced or recovered. A roof section can be divided by flashing, a change in elevation or roof type, so a house with several sections gives you more room.

One carve-out matters here. A roof built, repaired or replaced under the 2007 Florida Building Code or a later edition only has to bring the repaired portion up to current code, even past 25 percent, and a city cannot amend that. Median construction in 1976 suggests many Winter Park roofs have not had a full code-era replacement, so confirm your roof's history first.

A repair is reconstruction or renewal of part of a roof for maintenance. The building official decides if a minor repair can go without a permit, so ask City of Winter Park Building & Permitting Services before work starts. Reroofs do not require plans examination.

What to do safely after a storm

Stay off the roof. The Weather Service recorded a fatal fall from a ladder during Ian debris clearing in Orange County, and another man fell off his roof cleaning Milton debris. Look from the ground, photograph what you see, and keep wet-weather covering to what you can do from the ground or an attic.

Be careful with anyone who offers to inspect for an insurance claim. Under Florida law a roofer may not offer anything of value for an inspection or claim, and may not advise on coverage. Your insurer or agent answers coverage questions. The statute bars a new claim unless the insurer gets notice within a year of the date of loss.

What is the 25% roof rule in Florida?

It limits how much of a roof can be repaired, replaced or recovered in 12 months to 25 percent of the roof or roof section. Past that point, the whole roof or section must be redone. A roof built, repaired or replaced to the 2007 Florida Building Code or later is treated differently: only the repaired part must meet current code. Winter Park's median home dates to 1976, so check your roof's history.

Does a small roof repair in Winter Park need a permit?

It depends on the building official. Florida's code lets ordinary minor repairs proceed with the official's approval and no permit, so the answer is a local call. Where do older Winter Park roofs leak first?

Should I climb up to check storm damage myself?

No. Check from the ground and from the attic. Fatal falls have followed Orange County hurricanes: a man fell from a ladder clearing Ian debris, and another fell cleaning his roof after Milton. Photograph shingle loss, flashing and ceiling stains, then have a roofer assess it. Anything covering the roof should be placed with a crew, not by you.
