Where Horizon West roofs fail in a storm
Milton in 2024 brought gusts of 55-75 mph across Orange County, locally 87 mph, with 4-8 inches of rain. Federal damage assessment teams have named wind-damaged roof covering as a primary source of water getting in. Water then reaches wet insulation and walls, where algae and mold follow.
Ridge vents deserve a close look after any blow. FEMA notes that losing one exposes a large opening in the roof deck, and that a house can have ceilings collapse when the only visible damage is lost ridge shingles and vent. Soffits have also performed poorly in hurricanes, and the 2007 code began requiring them to resist the same wind loads as walls.
Leaks also track flashing. Under the code, you need it where walls meet roofs, where the slope changes, and around roof penetrations like vent pipes and chimneys. Because 73.7 percent of Horizon West housing units were built in 2010 or later, many of these roofs are newer than the county norm, where 19.3 percent are that recent. Check flashing and vents first anyway, because a newer roof still leaks at those joints.
Repair versus replace
How the 25 percent rule settles whether you repair or replace
In any 12-month period, Florida's code limits patching to 25 percent of a roof or roof section. Once repairs go beyond that limit, the entire roof or section needs replacing or recovering. This is the chief legal boundary separating a repair from a replacement.
There is an exception that matters here. If the roof itself was built, repaired or replaced to the 2007 Florida Building Code or later, only the repaired part must meet current code, even past 25 percent. Counties cannot amend that exception. A home's build year does not tell you the roof's code edition, so check the roof's own permit record.
Whether a small repair needs a permit is the building official's call, since the code allows ordinary minor repairs without one. In Horizon West that office is the Orange County Division of Building Safety. Ask before work starts.

What to do after a storm, safely
Stay off the roof. After Ian in 2022, one man died falling from a ladder while clearing debris, and after Milton another died falling off his roof while cleaning up. Look from the ground, photograph what you see, and tarp only what you can reach safely.

When your roof is 15 years or older, Florida law requires the insurer to allow an authorized inspector, paid for by you, to check it. If that inspection shows 5 or more years of useful life remaining, the insurer may not refuse coverage or non-renew based solely on the roof's age.
