Where Maitland roofs fail in a storm
Hurricane Milton in 2024 brought gusts of 55 to 75 mph, locally 87 mph, and 4 to 8 inches of rain across Orange County. The county counted 188 structures affected, 32 of them with major damage. Water usually enters where the roof covering is already broken.
Ridge vents are a common weak point. In one case FEMA documented, a house had ceilings come down even though the roof had only lost ridge shingles and ridge vent. Flashing is the other usual failure: leaks follow wall and roof intersections, changes of slope and roof openings.
Maitland is 17.2 percent water, well above the county's 10.0 percent, and the city maintains 21 lakes, canals and waterways. Low ground and heavy rain make a small leak spread fast. Check attic decking and ceilings for stains after any storm.
Repair or replace
The 25 percent rule and how it separates repair from replacement
Under Florida's code, no more than 25 percent of a roof or roof section can be patched within any 12 months. When repairs extend past that point, you will need to replace or recover the whole roof or the affected section. That threshold is where the law draws the line between repair and replacement.
The exception matters in Maitland. Where the roof was built, repaired or replaced to the 2007 Florida Building Code or later, current code applies only to the repaired portion. A 1996 median build year for homes tells you nothing about a particular roof, so find out when yours was last replaced.
The code lets the building official approve ordinary minor repairs without a permit, so a small Maitland patch may or may not need one. Permits for roofs here are issued through the City of Maitland Community Development Department. Ask that office before any work starts.

Staying safe after a storm
Stay off the roof. The Weather Service reports a man died falling from a ladder clearing debris after Hurricane Ian, and another fell off his roof after Milton. Nicole's downed power lines killed two people, so keep clear of any line on the ground.
Photograph damage from the ground and cover openings only if you can do it without climbing. Your insurer sets its own deadlines: a new claim needs notice within 1 year of the loss, a supplemental claim within 18 months. Your insurer or agent can tell you what your Maitland policy covers.

What is the 25% roof rule in Florida?
Under Florida Building Code section 1511.1.1, no more than 25 percent of a roof or roof section may be repaired, replaced or recovered in 12 months unless the whole roof or section is replaced or recovered. One exception applies: a roof built, repaired or replaced to the 2007 Florida Building Code or later needs only the repaired part brought up to current code. Maitland's median home was built in 1996, so many roofs here may fall under the rule.
