Water covers 4.9 percent of Oak Ridge, so wind-driven rain and standing water after a storm are part of local roof life. Repair is often enough, but the 25 percent rule can turn a patch into a full replacement. Here is how to tell which one you have.

Where Oak Ridge roofs fail in a storm

Hurricane Milton brought gusts of 55-75 mph to the county, locally 87 mph, and 4-8 inches of rain. Orange County counted 188 structures affected, 32 with major damage. Wind finds the weak points first: ridge vents, flashing and shingle edges.

Ridge vents matter more than most owners expect. When one blows off, it leaves a large opening in the deck. In a FEMA example house, ceilings collapsed though the only roof damage was lost ridge shingles and ridge vent.

Leaks also track flashing. The code calls for it at wall and roof intersections, changes of slope and roof openings, so check chimneys, vent pipes and valleys first.

Houses here skew older. The median home was built in 1981, against 1994 countywide, and 46.7 percent of units predate 1980. That suggests many Oak Ridge roofs have been re-covered at least once, and old flashing and vents are worth a close look.

Repair limits

Repair or replace: the 25 percent rule

Under the Florida Building Code, repairs on a roof or roof section are capped at 25 percent within any 12-month period. Repairs beyond that cap mean the entire roof section has to be replaced or recovered. That is the main legal line between repair and replace.

An exception exists. When your roof was built, repaired or replaced to the 2007 Florida Building Code or a later edition, current code applies only to the portion being repaired. A local government cannot amend that exception. Only 4.1 percent of Oak Ridge homes were built in 2010 or later, so check the age of your roof work before counting on it.

Roof permits in Oak Ridge come from the Orange County Division of Building Safety. The building official may allow small repairs without a permit, so check with the office before any work begins.

Stay off the roof. Two of the county's Hurricane Ian and Milton deaths were falls from a ladder or roof while clearing debris. Look from the ground, photograph damage, and cover openings from inside the attic if you can reach them safely.

Signs worth noting include missing or cracked tabs, exposed felt, soft decking and stains on ceilings. Insurers' inspectors check the same items.

What is the 25% roof rule in Florida?

The code limits repair, replacement or recovery to 25 percent of a roof or roof section in 12 months. Exceed that limit, and the whole roof section needs to be replaced or recovered. An exception applies when the roof was built, repaired or replaced under the 2007 Florida Building Code or a later version. Because Oak Ridge sits in an unincorporated area, roof permits come from the Orange County Division of Building Safety. Notice must reach the insurer within 1 year of the date of loss, or a new or reopened property claim is barred. A supplemental claim has 18 months. Hurricane Milton hit Orange County in 2024 with gusts up to 87 mph, so owners still sorting out damage should check their dates. Confirm deadlines with your insurer.
