Roof repair in Broward County, FL

During Hurricane Irma in 2017, NHC measured a 97-knot gust at Deerfield Beach while nearly every inland Broward station ran just under hurricane force. Roof repair in Broward County starts from that record and from one HVHZ rule the rest of Florida does not share: every roofing repair needs a permit.

Roof repair in Broward County, in short

Every roofing repair here needs a permit, because HVHZ Section 1512.3 covers the repair and maintenance of any roofing component. Replacement parts must carry a product approval, and the repair must not create new ponding (1521.2, 1521.3). Past 25 percent of a roof section in 12 months, the code calls for the whole section.

Why a small Broward roof repair still needs a permit

Across most of Florida, a building official may let ordinary minor repairs go ahead without a permit (FBC-B 105.2.2). Broward works differently: HVHZ Section 1512.3 requires a permit for all work in connection with the application, repair or maintenance of any roofing component.

So a few slipped tiles or a lifted ridge cap go through the same building department as a full re-roof, with product approvals for the parts going back on. In Broward that office belongs to one of the 31 municipalities, or to the Broward County Building Code Division for unincorporated areas and contract cities.

Storm damage

Where Broward roofs fail in a storm

FEMA's assessment teams keep finding the same pattern after hurricanes: damage to the roof covering is a primary source of water intrusion, and water also gets in where ridge vents and soffits blow off. One FEMA case house lost nothing but its ridge vent and ridge shingles, and its ceilings still came down.

After Hurricane Ian in 2022, the damage FEMA saw most was to hips and ridges, on newer and older roofs alike, though newer coverings generally did better, according to ICC's summary of the FEMA report. In Broward, Ian brought isolated rain totals over 9 inches and an EF-1 tornado at North Perry Airport in Pembroke Pines that damaged buildings.

On tile, the industry's technical briefs say storm breakage usually comes from flying debris, not the wind itself.

Rain finds its own way in. Eta dropped 20.74 inches on Pembroke Pines in 2020, and water tends to enter where the code requires flashing: wall and roof intersections, slope changes and roof openings.

Repair or replace

The 25 percent line between repair and replacement

Where a Broward repair stops and a replacement starts is set by the 25 percent rule, which the HVHZ carries as Section 1521.4: once more than a quarter of a roof or roof section is repaired, replaced or recovered in a 12-month window, the whole section goes to code.

That line comes up often in Broward. Half the county's homes were built before 1980, but a median build year says nothing about any one roof. A roof gets the exception in Fla. Stat. 553.844(5) only if it was built, repaired or replaced in compliance with the 2007 Florida Building Code or later, which took effect March 1, 2009, and then only the repaired part must meet the current code.

NRCA says most new roofs are designed for about 20 years of useful service, with tile and some metals lasting longer; a roof near that age is worth pricing both ways.

After a Broward storm: deadlines and contractor rules

Florida's claim clock is short and written into Fla. Stat. 627.70132: one year from the date of loss for the insurer to receive notice of a new or reopened claim, 18 months for a supplemental one. For policies issued since January 1, 2023, post-loss benefits cannot be assigned (627.7152(13)). After a storm such as Milton in October 2024, those clocks run from the date of loss.

Fla. Stat. 489.147 puts limits on every roofer working Broward streets after a storm: no advertisement urging you to file a roof-damage claim, nothing of value offered for an inspection or a claim, and no reading of your policy or coverage advice unless the roofer is also licensed as a public adjuster. Do I need a permit for a small roof repair in Broward County?

Yes. Broward is in the HVHZ, and Section 1512.3 requires a permit for all work on the application, repair or maintenance of any roofing component, with the repair filed on the HVHZ Uniform Roofing Permit Application. The permit comes from your city, one of Broward's 31 municipalities, or from the Broward County Building Code Division for unincorporated areas and contract cities. Outside the HVHZ, Florida lets building officials approve some ordinary minor repairs without one.

Can a handyman do roof repairs in Broward?

Not roofing work that needs an HVHZ permit, and in Broward that is all of it. The code says the uniform roofing permit application must be completed and executed by a licensed contractor (Section 1512.3.1), whether it goes to your city or the Broward County Building Code Division. The handyman exemption in Fla. Stat. 489.103(9), for casual or minor jobs under a set contract price, is lost by anyone who advertises as a contractor or breaks a bigger job into pieces to stay under it.

How long do I have to report roof damage to my insurer in Florida?

One year for the first notice. Fla. Stat. 627.70132 gives you one year from the date of loss to get notice of a new or reopened claim to your insurer, and 18 months for a supplemental claim; miss those and the claim is barred. If a storm such as Milton (2024) marked your roof, write down the date. Coverage and filing questions go to your insurer or agent.

Is it worth repairing an old roof on a pre-1980 Broward house?

Sometimes, and the 25 percent rule helps decide. Damage under a quarter of a roof section in 12 months can be repaired; past that, the whole section is redone to code unless the roof dates from the 2007 code or later. With half of Broward's homes built before 1980, the roof's own age, from its last full re-roof permit, matters more than the house's, so ask for both a repair price and a replacement price.
