Where Coconut Creek roofs fail in a storm
During Hurricane Irma in 2017, Deerfield Beach recorded a 97-kt gust, while stations across inland Broward measured sustained winds only just under hurricane force. Wind of that strength lifts ridge shingles and pulls ridge vents loose first. FEMA notes that lost ridge vents open large holes in the deck, and its example house had ceilings collapse from that damage alone.
Leaks also follow flashing. The code calls for it at wall and roof intersections, slope changes and every roof opening. After a storm, check those spots first, then look for missing or cracked tabs and soft decking. Soffits fail often too, and wet insulation behind them grows mold.
Tropical Storm Eta in 2020 dropped 20.74 inches of rain at Pembroke Pines, and floodwater reached structures in Fort Lauderdale. Rain that heavy finds any lifted flashing, open vent or valley gap. A roof that held in a dry wind can still leak under rain like that.

Repair, replace and the 25% rule
Under the code, no more than 25 percent of a roof or roof section may be repaired within any 12-month period. Repairs beyond that limit mean the whole roof section has to be replaced or recovered. A roof that was itself built, repaired or replaced under the 2007 Florida Building Code or a later edition is treated as an exception. For that roof, only the portion being repaired needs to meet current code. Local governments cannot amend that exception.
Homes here have a median build year of 1989, newer than Broward's 1980. That does not tell you a roof's age or code edition. Check your permit records for the last roof work. Condos and townhouses are common, as the housing mix shows 39.2 percent of homes in buildings of 10 or more units. In those buildings the association usually controls roof work.
A recover over old roofing is barred where the old roof is water soaked, has two or more layers, or cannot meet securement rules. Then the roof must come down to the deck.

In the HVHZ, permits are required for any work on a roofing component, including repair and maintenance. The application must be completed by a licensed contractor and carry the owner's notification form. Repairs must use products with a product approval. When your roof is 15 years or older, you can have an authorized inspector examine it at your own expense, and your insurer must allow that. Age alone is not enough for an insurer to refuse coverage or non-renew, provided the inspection finds 5 or more years of useful life remaining.
