Broward storms test roofs with wind and heavy rain. Irma in 2017 put a 97-kt gust at Deerfield Beach and 2 to 4 feet of surge on the coast. Eta in 2020 dropped 20.74 inches of rain at Pembroke Pines. Water finds the weak spot first.
Leaks follow flashing. Code requires it at wall and roof joints, slope changes and roof openings, and those are the places to look for stains. Ridge vents are another weak point. FEMA found that losing them opens large holes in the deck. In one example house, ceilings collapsed though only ridge shingles and the ridge vent were gone.
Soffits matter too. FEMA says they have performed poorly in hurricanes, and a failed soffit often means significant water intrusion. About 74.3 percent of Wilton Manors homes were built before 1980, against 50.0 percent in Broward County. That suggests many older roofs and soffits have not been built to the 2007 code.
Repair limits
Repair or replace: the 25 percent rule
Florida's building code limits patching to 25 percent of a roof or roof section in any 12 months. The whole roof section has to be replaced or recovered after repairs pass that limit. This is the legal line between a repair and a new roof.
One exception helps. Where the existing roof was built, repaired or replaced to the 2007 Florida Building Code or later, current code applies only to the repaired part. The roof itself must meet that standard, not the house. With a 1971 median build year here, the age of your home alone tells you nothing about your roof.
A recover, a new layer over the old one, is barred in the High Velocity Hurricane Zone when the old roof is water soaked or already has two coverings. A tear-off down to the deck is required on those roofs.

What is the 15 year roof rule in Florida?
For a roof that has reached 15 years or more, your insurer must let an authorized inspector look it over, and you pay for that inspection. If the inspection shows 5 or more years of useful life remaining, the insurer may not refuse coverage or non-renew based solely on age.
