New construction roofing in Broward County leans toward multi-unit buildings, and every new roof, house or tower, is permitted under the HVHZ sections.

New roofs here are permitted under the 2023 Florida Building Code, 8th edition, until December 31, 2026; permit applications and plans submitted on or after that date must meet the 9th edition. The HVHZ adds its own layer: at least a 1/4:12 deck slope for new low-slope roofs, product approval or NOA numbers on the permit application, and roofing inspections while the covering goes on.

Single-family permits have held near 700 a year lately: 697 in 2024 and 712 in 2025, down from 1,431 in 2020. Multi-unit work moves in bigger steps, from 2,948 units in 66 buildings of five or more units in 2020 to 902 units in 45 buildings in 2024 and 1,904 units in 36 buildings in 2025.
New construction is a thin slice of the county's roofs: only 6.9 percent of Broward's housing was built in 2010 or later. The northwest corner is the exception, where Parkland's housing is the newest in the county.
Code edition
Which code edition a new Broward roof is permitted under
Broward permits today are issued under the 8th edition (2023) of the Florida Building Code, in force since December 31, 2023. Its 9th edition replaces it on December 31, 2026, for every permit application and set of plans submitted that day or later, so on a project in design now the application date decides the edition.
Whatever the edition, the HVHZ governs in Broward. The residential roof chapter defers to Chapter 44 and Building code Sections 1512 to 1525, new low-slope decks need a slope of at least 1/4:12 (1515.2.2.1), and the uniform roofing permit application carries the product approval or NOA numbers and the owner's notification.

Soffits deserve attention on a new house. After Hurricane Michael, FEMA found widespread envelope damage and costly water intrusion from wind-driven rain; its minimum practice is to fasten soffit panels at the wall and at the fascia.
For builders
Florida law on who roofs a new home
A Broward builder holding only a general, building or residential license hands the roof to a roofing contractor: Fla. Stat. 489.113(3) requires that subcontract unless the builder also holds a roofing certificate or registration. The single exception covers asphalt, fiberglass or wood shingles and shakes on a building it is constructing itself; tile, metal and membrane always go to the roofer.
Buyers of a new Broward home get a statute too. Fla. Stat. 553.837, in force since July 1, 2025, holds the builder to a one-year warranty on construction defects that amount to a material violation of the Florida Building Code.

When does the 9th edition of the Florida Building Code apply in Broward?
To permit applications and plans submitted on or after December 31, 2026; before that, the 2023 code, 8th edition, applies. Broward permitted 712 single-family homes in 2025, and some projects in design now will file under the new edition, so the application date is the one to watch. Ask which edition the drawings were prepared for.

Can a general contractor roof a new home in Broward?
Only in a narrow case. A general contractor without a roofing certificate or registration must subcontract the roof under Fla. Stat. 489.113(3), except for shingles on a new building it is constructing itself. In Broward the HVHZ permit application goes to your city or the Broward County Building Code Division, and the roofing is inspected while it goes on.

What does Florida's builder warranty law cover on a new roof?
It is a one-year builder duty. Under Fla. Stat. 553.837 the clock starts at closing or first occupancy, whichever is earlier, and it covers defects in equipment, material or workmanship that break the Florida Building Code in a material way. Wear and tear, settling, damage the owner caused and natural disasters fall outside it. That exclusion matters in a county where Irma's gusts reached 97 knots at Deerfield Beach in 2017. The duty runs from the builder to the buyer.

Do new homes in Broward need gutters?
The code demands them only where eaves are short. FBC-Residential R318.5 calls for gutters and downspouts when the eave overhang is under 6 inches, not counting gable rakes or a roof sitting above another roof, with each downspout discharging a foot or more from the wall. With a normal 60.95 inches of rain a year at Fort Lauderdale-Hollywood International Airport, gutters are worth pricing even where the code does not demand them.

What slope does a new flat roof need in Broward?
At least 1/4:12. HVHZ Section 1515.2.2.1 sets that minimum deck slope for new construction, and Table 1515.2 sets higher minimums for some systems, such as 2:12 for architectural metal panels and 4:12 for mechanically fastened tile. Loose-laid ballasted systems are not allowed. Slope is what moves water off a low roof, and on April 12, 2023 the airport gauge caught 6.15 inches in one hour.
