Where roofs leak after a storm

Eta put 20.74 inches of rain on Pembroke Pines, and water entered structures in nearby Davie. Rain like that tests every seam. Most leaks show up where the code calls for flashing, which means roof-to-wall joints, slope transitions, and anything that penetrates the roof.

Ridge vents deserve a close look. FEMA notes that losing them can open large holes in the roof deck, and one of its example houses had ceilings collapse when the only visible damage was lost ridge shingles and vent. Soffits have also performed poorly in hurricanes, and a failed soffit often means significant water intrusion.

That means each roof is your own to inspect, with no shared building roof to coordinate. With a median build year of 1982, many of these roofs have likely been replaced at least once, though that is an inference, not a record.

Repair or replace: the 25 percent rule

Under the code, no more than 25 percent of a roof or roof section may be patched during any 12-month stretch. Exceed that figure and the entire roof section has to be redone. A roof only qualifies for the exception if it was built, repaired or replaced under the 2007 Florida Building Code or a later edition, which took effect March 1, 2009. When that applies, only the portion being repaired has to meet current code.

Broward is one of two counties in the High Velocity Hurricane Zone, so extra rules apply. Repairs must use components with a product approval, and every repair or maintenance job needs an HVHZ permit application signed by a licensed contractor. A tear-off to the deck is required where the old roof is water soaked or has two or more layers of covering.

Whether a very small fix counts as an ordinary minor repair is the building official's decision. Roof permits here run through the Town of Southwest Ranches building permitting and inspections office. Ask them before work starts.

  • Stay off the roof. Look from the ground for missing tabs, exposed felt, lifted flashing and a missing ridge vent.
  • Check ceilings and the attic for stains or drips, and photograph them with the date.

What is the 25% roof rule in Florida?

Within any 12-month period, repairing, replacing or recovering more than 25 percent of a roof or roof section is permitted only if the whole roof section gets replaced. A roof built, repaired or replaced to the 2007 Florida Building Code or later is the exception. For such a roof, current code covers just the repaired portion. In Southwest Ranches the median home was built in 1982, but that says nothing about the roof, so check what work your roof has had before assuming the exception applies, because a roof falls under it only if that roof was built, repaired or replaced in compliance with the 2007 Florida Building Code or later, which took effect March 1, 2009.

Do I need a permit for roof repair in Southwest Ranches?

In the Broward HVHZ, permits are required for all work on any roofing component, including repair and maintenance. A licensed contractor must sign the HVHZ Uniform Roofing Permit Application.
