Sea Ranch Lakes has been developed since 1956 as a walled, gated community around two lakes, bordered by the Intracoastal Waterway. Many of its roofs are old and sit in Broward County's High Velocity Hurricane Zone. That means even a small repair here follows strict permit and product rules.

Hurricane Irma in 2017 put a 97-kt gust at Deerfield Beach and 2 to 4 feet of surge on coastal Broward. Inland stations stayed just below hurricane force. Wind like that tears at the weak points of a roof rather than flattening it.

FEMA teams found that damaged roof covering is a primary path for water into a house. Lost ridge vents expose large openings in the deck, and one example house had ceilings collapse though only ridge shingles and the ridge vent were gone. Soffits have also performed poorly, and failed ones often let in significant water.

Leaks also follow flashing. The code calls for it at wall and roof intersections, changes of slope, and roof openings such as vent pipes. In Sea Ranch Lakes, 80.0% of homes were built before 1980, against 50.0% countywide, so original flashing and vents are likely still in service on many roofs. That is an inference from build dates, not a count of roofs.

Repair vs. replace

Repair or replace: the 25% rule

Under Florida's rule, no more than 25 percent of a roof or roof section can be patched in any 12-month period. Past that, the whole roof or section must be redone, unless the roof was built, repaired or replaced to the 2007 Florida Building Code or later. When that applies, current code governs only the section that was repaired.

The median home here dates to 1968, older than the county's 1980. That says nothing about when any one roof was last replaced. Ask for the date and code edition of the last roofing permit before deciding.

A recover over old roofing is barred where the old covering is water soaked, or where two or more layers already exist. For those roofs, the work has to be a full tear-off down to the deck.

In the High Velocity Hurricane Zone, a permit is required for any work on a roofing component, including repair and maintenance. The application must be executed by a licensed contractor and carry product approval pages. The Village of Sea Ranch Lakes posts a permit application on its website. Confirm with the village building office whether a small repair qualifies as ordinary minor work.

  • Stay off a wet or damaged roof. Photograph damage from the ground.
  • Cover openings only from a safe position, or leave it to a roofer.
  • Look in your attic for daylight coming through, damp insulation and soft decking.
  • Call your insurer or agent about coverage before you sign any contract.

The season for hurricanes starts June 1 and ends November 30, and it peaks near September 10. Schedule repairs before mid-August if you can.
