Lazy Lake grew from 1946 around a flooded rock quarry and is surrounded by Wilton Manors. Where Lazy Lake roofs fail in a storm

Hurricane Irma in 2017 put a 97-kt gust at Deerfield Beach, and inland Broward stations saw sustained winds just below hurricane force. Wind like that rarely strips a whole roof. It starts at the edges and openings.

FEMA's field teams found that damaged roof covering is a primary source of water getting in. Lost ridge vents expose large openings in the deck, and one FEMA example house had ceilings collapse though the only roof damage was ridge shingles and ridge vent. Soffits have also performed poorly in hurricanes.

Leaks also follow flashing, which the code requires at wall and roof meetings, changes of slope and roof openings. In Lazy Lake, the median home was built in 1958 against 1980 for Broward County. Older houses tend to have more of these joints and penetrations to check.

Repair or replace: what the 25 percent rule means

Under Florida code, patch work on a roof or roof section is capped at 25 percent within any 12-month period. Once repairs pass that cap, you have to replace or recover the entire roof section. Your repair estimate should say how much of the roof it touches.

One exception matters. If the roof itself was built, repaired or replaced under the 2007 Florida Building Code or later, only the repaired part must meet current code. Local governments cannot change that exception.

Broward's High Velocity Hurricane Zone adds paperwork. Any roofing repair or maintenance needs an HVHZ permit application signed by a licensed contractor. Repairs must use components with a product approval.

Safe steps after a storm

Stay off the roof. Photograph ceilings and any interior water from the ground. Cover openings only from a safe position, then call a roofer to inspect before more rain comes.

What is the 25 percent roof rule in Florida?

The code says no more than 25 percent of a roof or roof section may be repaired, replaced or recovered in a 12-month period unless the whole roof section is done. A roof that was built, repaired or replaced in compliance with the 2007 Florida Building Code or a later edition falls under the exception, and the 2007 code took effect March 1, 2009. A roof is under the exception only if that roof itself meets this test, and the median year homes in the area were built does not decide it. In that case, current code applies only to the portion being repaired. In Lazy Lake, where Broward's High Velocity Hurricane Zone rules also apply, ask your roofer which case your roof falls under.

Does a roof repair in Lazy Lake need a permit?

Yes, check the flashing, ridge vents and soffits. Tropical Storm Eta in 2020 dropped 20.74 inches of rain on Pembroke Pines, and water got inside structures in Fort Lauderdale.
