Hurricane Irma in 2017 put a 97-knot gust at Deerfield Beach and 2 to 4 feet of surge on the Broward coast. Hallandale Beach sits on that same coast. After a storm like that, FEMA's field teams found that damaged roof coverings were a primary route for water into buildings.
Ridge vents and ridge shingles fail first on many roofs. FEMA describes a house whose only roof damage was lost ridge shingles and ridge vent, yet its ceilings collapsed. Soffits also fail, and water follows. Leaks otherwise track flashing at wall intersections, slope changes, vent pipes and chimneys.
The median home here was built in 1975, close to Broward's 1980 figure. That suggests many original roofs have been replaced at least once. A roof built or replaced to the 2007 code or later is treated differently under the 25 percent rule below.

A tear-off to the deck is required when the existing roof is water soaked or deteriorated, or already has two or more coverings. Bad sheathing under a leak can therefore turn a patch into a replacement.
