Where West Park roofs fail in a storm

Irma in 2017 put nearly all inland Miami-Dade and Broward stations just below hurricane-force sustained winds. Eta in 2020 dropped 16 to 18 inches of rain on Miramar. Wind tears things loose. Rain then finds every opening.

FEMA field teams report that a damaged roof covering is one of the main ways water enters a building. Lost ridge vents are a common failure, and ceilings have collapsed under a roof whose only damage was missing ridge shingles and vent.

Leaks also track flashing: wall-to-roof joints, changes of slope, vent pipes and chimneys. Soffits have a poor record in hurricanes, and the 2007 code began requiring them to resist the same wind loads as walls. With 88.1% of West Park housing built before 1980, many homes likely predate that rule.

The 25% rule

Under Florida's code, no more than 25 percent of a roof or roof section may be repaired within any 12 months. Once repairs go beyond that limit, the entire roof section has to be redone. The exception covers only a roof that was itself built, repaired or replaced under the 2007 Florida Building Code or a later edition.

A recover over old shingles is barred where the old roof is water soaked, has two or more existing layers, or cannot be secured to code. Then the job is a tear-off to the deck.

Of West Park's 4,944 housing units, 86.7% are single-family detached. Each is its own roof, so the 25% math applies to each house separately.

Broward is in the High Velocity Hurricane Zone, so permits cover any work on a roofing component, repairs and maintenance included. After a storm, stay off the roof. Photograph ceiling stains from inside and cover openings only from the ground or a ladder. Your insurer or agent is the right call for any insurance question. The insurer must receive notice within 1 year of the date of loss, or a new claim is barred.

What is the 25% roof rule in Florida?

Any single 12-month period can see repairs on only 25 percent of a roof or roof section under Florida's code. Repairs that exceed that amount mean the whole roof section must be replaced or recovered. The exception applies when the roof was built, repaired or replaced under the 2007 Florida Building Code or a later edition. When that happens, the repaired section alone has to meet current code. Do I need a permit for a small roof repair in West Park?

Broward County sits in the High Velocity Hurricane Zone, where permits are required for work on any roofing component, including repair and maintenance. Can my insurer force me to replace an older roof?

If your roof is 15 years or older, Florida law allows an authorized inspector to examine it, at your expense. When the inspection shows 5 or more years of useful life left, the insurer cannot refuse or non-renew solely because of the roof's age.
