Three 2024 storms and where Hillsborough roofs give way
Debby dropped 10 to 15 inches of rain near and south of Tampa Bay in August 2024. Helene followed in September, and the National Hurricane Center counted at least 18,512 structures with major damage across Pinellas and Hillsborough. Milton arrived in October with hurricane conditions from Tampa southward.
FEMA's assessment teams keep finding the same weak points. Wind damage to the covering is a primary source of water intrusion, and lost ridge vents and soffits open the attic to rain. After Ian in 2022, the most common damage was at hips and ridges, on newer and older roofs.
- From the ground, look for missing or lifted shingles or tiles along hips, ridges and roof edges.
- Inside, check ceilings and the underside of the deck in the attic for fresh stains after each storm.
- Watch the flashing points: wall-to-roof joints, changes in slope or direction, and openings such as vents and skylights (R903.2.1).
Permits
Does a Hillsborough roof repair need a permit?
Usually, though not always. FBC-B 105.1 requires a permit to repair a building, while 105.2.2 lets the building official approve ordinary minor repairs without one. That official works in one of four offices here: Construction Services for the City of Tampa, Building and Permitting in Temple Terrace, the building division in Plant City, or Hillsborough County Building Permits & Records for any unincorporated address.
A quick call before work starts settles it, and the answer can differ between a city and the county for the same job.
Repair or replace
When a repair becomes a replacement: the 25% rule
The code caps repairs, replacement or recovering at 25% of a roof or roof section in any 12 months; past that, the whole section must be redone to current code (R908.1.1). Roofs built to the 2007 Florida Building Code or a later edition get an exception: only the repaired part must meet current code, whatever its share (Fla. Stat. 553.844(5)).
That splits the county's housing. The 18.6% of homes built in 2010 or later went up after the 2007 code took effect in March 2009, so their original roofs qualify. The 62.5% of homes built before 2000 are a statistic about houses, not roofs, so it does not tell you which roofs fall under the 2007 exception. A roof falls under that exception only if it was built, repaired or replaced in compliance with the 2007 Florida Building Code or later, which took effect March 1, 2009. Unless a roof here was replaced under that code or a later one, a storm repair past 25% of a section turns into a section replacement.
The rule concerns code, not coverage: nothing in R908.1.1 or 553.844(5) says an insurer must pay for a full roof.

After the next storm: deadlines and what the law says
Florida puts firm clocks on property claims. Notice of a new or reopened claim must reach your insurer within 1 year of the date of loss, and a supplemental claim within 18 months (Fla. Stat. 627.70132).
The law also keeps roofers out of the claim itself. Under Fla. Stat. 489.147, a contractor may not offer anything of value for a roof inspection or a claim, and may not interpret policy terms, advise on coverage or adjust a claim without a public adjuster's license. Should I repair or replace my roof after a Hillsborough storm?
It turns on how much of each roof section is damaged and which code the roof was built to. On roofs built to the 2007 code or later, which includes the original roofs on the 18.6% of county homes built since 2010, a repair of any size only has to bring the repaired part to code. On older roofs, work past 25% of a section in 12 months means redoing that section. Start by checking the hips, ridges and edges, where FEMA found the most damage after Ian.
Can a handyman fix my roof in Hillsborough County?
Only small jobs. Florida exempts work of a casual, minor or inconsequential nature below a set total contract price from contractor licensing, but the exemption never covers a larger job split into pieces or anyone who advertises as a contractor (Fla. Stat. 489.103(9)). Whether that minor job also needs a permit is up to the building official; for most unincorporated communities, that means Hillsborough County Building Permits & Records.
Is my roof leaking from the storm or from age?
Often both, so it helps to know the signs. A shingle maker lists aging as cupped or curled shingles, bald spots with granules in the gutters, cracks from sun, faded color and dark algae streaks. Storm damage shows up as missing, loose or cracked tabs or tiles and as leaks right after the weather. With half of the county's homes built in 1991 or earlier, an inspector here checks for both before calling it one or the other.
How soon must storm damage be reported to my insurer?
Within 1 year of the date of loss for a new or reopened claim, and within 18 months for a supplemental claim, under Fla. Stat. 627.70132. The 2024 season shows why dates matter here: Debby, Helene and Milton crossed Hillsborough within about ten weeks, and each storm has its own date of loss. What your policy covers is a question for your insurer or agent; Florida law bars roofers from advising on coverage.
