Hillsborough County has felt Hurricane Eta in 2020, with 3 to 4 feet of surge in the Tampa Bay area and up to 10.64 inches of rain near Sun City Center. Rain that heavy exposes any gap in a roof. Leaks tend to start at wall and roof joints, vent pipes and changes of slope, the places where flashing is required.
Ridge vents and soffits fail too. FEMA found that losing a ridge vent can open a large hole in the roof deck, and in one example house ceilings collapsed though the only roof damage was lost ridge shingles and ridge vent. Soffits have performed poorly in hurricanes, and the 2007 code began requiring them to resist the same wind loads as walls.

How the 25% rule decides between repairing and replacing
The code says not more than 25 percent of a roof section may be repaired, replaced or recovered in any 12-month period. Once the damage passes that threshold, the entire roof section has to be redone. The rule is the main legal line between repair and replacement in Florida.
There is one exception. If your existing roof was itself built, repaired or replaced under the 2007 Florida Building Code or later, only the repaired part must meet current code. No local government has the power to change that exception. The 2007 code took effect March 1, 2009, so a roof redone after that date may qualify.
The building official decides whether a small repair needs a permit. Roof permits in unincorporated Hillsborough County come from the county building office. Ask it before work starts.

- Stay off the roof. Look from the ground for missing shingles, lifted flashing and a loose ridge cap.
- Check the attic and ceilings for stains or wet insulation, which show where water got in.
- Cover openings only from the ground or a ladder, and photograph damage before anything is moved.
