Hillsborough County has been hit by Hurricane Hermine in 2016, Irma in 2017 and Eta in 2020. Eta brought up to 10.64 inches of rain near Sun City Center. Rain that heavy finds any gap in a roof, so the weak points matter more than the shingle field.
