Hillsborough County has taken tropical weather in recent years. Eta in 2020 brought up to 10.64 inches of rain near Sun City Center, and Hermine in 2016 flooded homes across several Tampa Bay counties. Rain like that exposes any opening in a roof.
Leaks follow the places the code requires flashing: wall and roof intersections, changes of slope, and roof openings. A cracked vent boot or a lifted sidewall flashing will drip long before a shingle blows off.
