Where Temple Terrace roofs fail in a storm
Temple Terrace sits inside Hillsborough County, which saw Hurricane Irma pass between Tampa and Orlando in 2017 and Hurricane Eta put up to 10.64 inches of rain near Sun City Center in 2020. Wind and heavy rain find the same weak points: flashing, vents and ridge shingles.
Leaks tend to start where the code requires flashing: wall and roof intersections, changes of slope, and openings such as vent pipes and chimneys. A lifted flashing edge lets water behind sound shingles, so the stain inside the ceiling often sits well away from the actual opening.
The ridge deserves a close look. FEMA found that lost ridge vents can expose large openings in the roof deck, and one example house had ceilings collapse though the only roof damage was lost ridge shingles and ridge vent. Soffits have also performed poorly in hurricanes, and a failed soffit often means water in the attic.
With 86.1 percent of local homes built before 2000, many of these roofs are likely older ones with worn flashing and brittle shingles. That is an inference from the build dates, not a measure of any single roof.

The code limits how much of a roof you can patch: 25 percent of the whole roof or one roof section, counted over any 12 months. Go past that and the entire roof or section must be replaced or recovered, unless the roof was built, repaired or replaced to the 2007 Florida Building Code or later.
Where that exception applies, only the repaired part must meet current code, and a local government may not amend the exception by ordinance. The 2007 code took effect March 1, 2009, so the roof's own work history matters, not the year the house was built. The median Temple Terrace home dates to 1982, which tells you nothing about the roof on top.
The building official decides whether a minor repair can skip a permit. In Temple Terrace that means the city's own Building and Permitting office, so call it before work starts. If your home falls under the 2023 historic preservation program (Ordinance 1550), ask that office about exterior work as well.

- Look in the attic and at the ceilings for stains and damp insulation.
