9.61 inches an hour: sizing for Tampa's 5-minute burst
Gutter tables work from short, intense rain, not annual totals. The SMACNA-style table a gutter maker reproduces is based on records through 1978 and gives Tampa's 10-year, 5-minute intensity as 8.3 inches an hour. NOAA Atlas 14, the current federal estimate, puts the same storm at 9.61 at Tampa, about 16% higher.
Here is what that does to capacity, with the inputs shown. The plumbing code rates a 6-inch half-round gutter at a 1/8-inch-per-foot slope at 110 gallons a minute, and 96.15 square feet of roof under 1 inch an hour of rain sheds 1 gallon a minute. Downspouts, the 1-foot rule and where the water goes
The residential code requires gutters with downspouts where eaves project less than 6 inches, except at gable-end rakes or over a lower roof. Every downspout must discharge at least 1 foot from the wall, by underground pipe, extension or splash block (R318.5; FBC-B 1503.7).
Downspouts have ratings of their own: a 3-inch round or 2½ by 3-inch leader carries 92 gallons a minute, and a 4-inch round carries 192 (FBC-P Table 1106.3).
