Roof repair in Plant City, FL

A third of Plant City's homes, 33 percent, went up before 1980, and the city's rain gauge records about 56.1 inches in a normal year, more than any other Tampa Bay-area station. Older roofs under that much rain leak at a handful of known spots, and Florida's 25 percent rule sets how far a repair can go.

Where water gets into older Plant City roofs

FEMA teams that study hurricane damage name wind-torn roof coverings as a primary source of water intrusion, along with lost ridge vents and soffits; a missing ridge vent can leave a long open slot in the deck. Irma, whose center passed between Tampa and Orlando in 2017, and Milton, whose rain set record crests on the Hillsborough River in 2024, both brought FEMA declarations for the county.

Leaks that are not storm damage often trace to flashing, which the code requires where walls meet the roof, at changes of slope and around openings such as vent pipes (R903.2.1). On a roof over a 1970s deck, look hard at the flashing and edge metal: the code does not allow rusted or deteriorated pieces to go back on during a repair (R908.5).

Shingle age shows as well. University of Florida researchers found asphalt shingles tend to come partly unsealed after about four years, mostly at exposed corners, and advise hand-sealing loose edges to the maker's instructions.

When a Plant City repair turns into a re-roof

Florida caps repairs at 25 percent of a roof or roof section in any 12 months; past that, the whole section must be redone to current code (R908.1.1). The exception is a roof built, repaired or replaced to the 2007 code or later, in force from March 1, 2009, where only the repaired portion has to meet today's code (Fla. Stat. 553.844(5)). With a 1989 median house, many Plant City roofs predate that line.

A repair needs a permit unless the building official approves it as an ordinary minor repair (FBC-B 105.2.2). Inside city limits that call belongs to the City of Plant City's Building division.

Can I patch part of my Plant City roof instead of replacing it?

Up to a point. The residential code lets you repair or replace no more than 25 percent of a roof or roof section in a 12-month period before the whole section has to come up to current code (R908.1.1). If your roof was installed under the 2007 code or later, meaning permitted on or after March 1, 2009, only the patched area must meet today's code (Fla. Stat. 553.844(5)). With 33 percent of Plant City homes built before 1980, plenty of roofs here sit on the wrong side of that date.

Can I repair my own roof in Plant City?

On your own home, often yes. Florida's owner-builder exemption lets an owner who personally supervises the work improve a one- or two-family residence for their own use, and after damage covered by a Governor's state-of-emergency order an owner may repair or replace shingles or shakes on a one-, two- or three-family home (Fla. Stat. 489.103(7)). You still need the permit, which the City of Plant City's Building division issues inside city limits. Hiring someone else for pay is a different matter: roofing is a roofing contractor's trade.

What did Hurricane Irma do around Plant City?

Irma's center crossed between Tampa and Orlando as a category 1 hurricane early on September 11, 2017, and FEMA's major disaster declaration, DR-4337, gave Hillsborough County both individual and public assistance. Around Tampa Bay, offshore winds first drained the bay before water levels recovered. A shingle roof that rode out Irma is now nine years older, and UF research finds shingles start to unseal at the corners after about four, so a close look at the edges is overdue on many.
