Where Lutz roofs fail in a storm

Hurricane Irma passed between Tampa and Orlando in 2017 as a category 1 storm, and Hurricane Eta in 2020 dropped up to 10.64 inches of rain near Sun City Center. Rain like that finds weak spots. According to FEMA field teams, a damaged roof covering is a leading way that water enters a building.

Ridge vents are a common weak point. FEMA describes a house whose ceilings collapsed although the only roof damage was lost ridge shingles and ridge vent. Soffits fail too. FEMA reports that these have performed poorly in hurricanes, and since the 2007 Florida Building Code they have had to withstand the same wind loads as walls. A soffit that has come loose lets wind-driven rain into the attic.

The 25% rule

The code caps repair, replacement or recovering at 25 percent of the total roof area or roof section in any 12-month period. Past that, the entire roof or roof section must be replaced or recovered. This is the main legal line between a repair and a replacement in Florida.

There is an exception. If the existing roof was itself built, repaired or replaced to the 2007 Florida Building Code or later, only the repaired part must meet the current code, even when more than 25 percent is redone. The census says 66.7 percent of Lutz homes were built before 2000. That suggests many roofs here are older ones that the exception may not protect, so confirm the roof's history before assuming it applies.
