Repairs ยท Ruskin

Roof repair in Ruskin, FL

Water covers 6.7% of Ruskin's total area, and that river and bay setting means wind-driven rain tests every roof here. The weak points are flashing, vents, valleys and the ridge. Most storm leaks start small, and a repair is often enough if you catch the opening early.

Storm damage

Where Ruskin roofs fail in a storm

In 2020, Hurricane Eta pushed 3 to 4 feet of surge over ground around Tampa Bay, with rainfall reaching 10.64 inches near Sun City Center. Rain at that rate finds any gap in a roof covering. FEMA field teams have named wind damage to roof covering as a primary source of water getting into homes.

Check ridge vents first. FEMA reports that a lost ridge vent exposes a large opening in the roof deck, and in one example ceilings collapsed though the only roof damage was lost ridge shingles and vent. Soffits have also performed poorly in hurricanes, and the 2007 Florida Building Code began requiring them to resist wall wind loads.

Leaks also follow flashing. The code calls for it where walls meet roofs, where slope changes, and around openings such as vent pipes and chimneys. Ruskin's median home was built in 2007, and 10.5 percent of housing units are mobile homes, so confirm which kind of roof you have before you blame a cause.

Repair or replace

The 25% rule in Ruskin decides whether you repair a roof or replace it

The Florida Building Code caps patching at 25 percent of a roof section within any 12 months. Once the damage passes that threshold, the whole section must be redone. That cap is the legal line between repair and replacement for a Ruskin homeowner.

An exception exists for roofs that themselves were built, repaired or replaced under the 2007 code or a later edition. Those need only the new work to meet current code, and no local government can change that. Just 30.2 percent of Ruskin homes were built before 2000, but a home's build year does not give the roof's age, so ask the county for the roof's own permit record.

Age also matters to an insurer. Once a roof reaches 15 years, you may hire an authorized inspector at your own expense before any replacement is demanded. If that inspection finds 5 or more years of useful life, the insurer cannot drop you over age alone.

After the storm

Safe steps after a storm, and permits

  • Stay off the roof. Look from the ground for missing shingles, lifted ridge cap or a sagging soffit.
  • Check the attic for daylight, wet insulation or stains on the underside of the decking.
  • Photograph the damage and take only temporary steps to keep water out.

Because Ruskin sits in unincorporated territory, roof permits come from Hillsborough County's building office. The code requires a permit to repair a building but lets the building official approve ordinary minor repairs without one. Ask the county which one your job is before work begins.

Questions

Roof repair in Ruskin: questions

What is the 25% roof rule in Florida?

It limits how much of a roof can be patched. If more than 25 percent of a roof section is repaired, replaced or recovered within 12 months, the whole section must be replaced or recovered. A roof built, repaired or replaced to the 2007 Florida Building Code or later is excepted: only the new work must meet current code. Ruskin is unincorporated, so confirm your roof's history with the Hillsborough County building office.

Do I need a permit for a roof repair in Ruskin?

Hillsborough County's building office issues permits for Ruskin because the area is unincorporated. The code requires a permit to repair a building, yet ordinary minor repairs may be approved by the building official without one. Whether your job is minor is the county's decision, so ask before work starts.

Which parts of a roof leak first after a hurricane?

Ridge vents, flashing, soffits and damaged shingles are the usual entry points. According to FEMA, ridge vents that blow off leave wide openings in the deck. Hurricane Eta dropped up to 10.64 inches of rain near Sun City Center, so even small openings on Hillsborough County roofs can admit a lot of water.

How long do I have to report storm damage to my insurer?

Notice of a new or reopened property claim must reach the insurer within 1 year of the date of loss, and a supplemental claim within 18 months. Ask your insurer or agent what your policy covers and how to file.
