Condo and apartment roofs: the reserve study rule

Of the county's 630,692 housing units, 23% sit in buildings of five or more units. For condominium associations, Fla. Stat. 718.112(2)(g) requires a structural integrity reserve study at least every 10 years for each building three habitable stories or higher, and the roof is the first item it covers. The study rests on a visual inspection and estimates each item's remaining useful life.

For a board, that turns the roof into a planning figure instead of a surprise. A moisture survey confirmed by core cuts adds what a visual look cannot: whether the existing roof is wet, which rules out a recover.

Drainage

Ponding, drains and Tampa's 100-year hourly rain

The code defines positive roof drainage as a roof that drains within 48 hours of precipitation once deck deflection is accounted for, and NRCA's ponding test uses the same 48 hours.

New built-up, modified bitumen, single-ply, spray foam and liquid-applied roofs need a design slope of at least 1/4 inch per foot. Where a parapet or raised edge could trap water, the code adds secondary overflow drains or scuppers. Storm drainage is sized on the 100-year hourly rainfall rate, and NOAA Atlas 14 puts that rate at Tampa at 3.96 inches an hour.

Summer is the test. A normal year at Tampa International Airport brings 49.48 inches, and about 61% of it lands June through September.

Code

Product approval and permits for Hillsborough commercial roofs

Hillsborough lies outside the High-Velocity Hurricane Zone, so commercial roofs here follow the code's regular Chapter 15 rules rather than the HVHZ sections 1512 through 1525 written for Broward and Miami-Dade. Roofing products still need Florida statewide product approval under Fla. Stat. 553.842, and the Florida Building Commission's public search lets an owner look up an approval number. Decks and coverings are designed for Chapter 16 wind loads (FBC-B 1504.1).

The site's location picks the permit desk. Sites inside Tampa, Temple Terrace or Plant City go to that city's building department; unincorporated sites, from the Brandon corridor to Riverview, go to Hillsborough County Building Permits & Records.

Maintenance

Spring, fall and after every named storm

NRCA recommends inspecting commercial roofs twice a year, in fall and spring. In Hillsborough, add a check after each named storm: Helene left at least 18,512 structures with major damage across Pinellas and Hillsborough in September 2024, a month after Debby dropped 10 to 15 inches of rain near and south of Tampa Bay.

Do Hillsborough condo buildings need a roof study for the reserve rules?

If the building is three habitable stories or higher, the roof is part of the required study. Fla. Stat. 718.112(2)(g) has a residential condominium association complete a structural integrity reserve study at least every 10 years for each such building, and the roof is the first item listed. With 23% of the county's homes in buildings of five or more units, many Hillsborough associations are on that clock. The study states each item's estimated remaining useful life.

No. Miami-Dade Notices of Acceptance are the product approvals used in the High-Velocity Hurricane Zone, which the code limits to Broward and Miami-Dade. Can a new commercial roof go over the old one in Hillsborough?

Sometimes. The code bars a recover where the existing roof is water-soaked or too deteriorated to be a base, where it already carries two or more roof coverings, where blisters are not cut and secured, or where the old covering cannot meet the wind securement rules. After a season like 2024, when Debby, Helene and Milton all crossed the county, a moisture survey verified by cores is the way to find wet areas before choosing.
