Water most often enters where the code requires flashing: wall and roof joints, changes of slope, chimneys and vent pipes. Missing or loose shingle tabs and exposed felt are the other early signs. Lost ridge shingles or ridge vent can open the deck to rain even when the rest of the roof looks fine.

Repair limits
Repair or replace: the 25 percent rule
Under the Florida Building Code, patching is limited to 25 percent of a roof or roof section within any 12-month period. Once repairs exceed that limit, the entire roof section has to be upgraded to current code. This is the main legal line between a repair and a replacement.
One exception matters. If the existing roof was itself built, repaired or replaced to the 2007 Florida Building Code or a later edition, only the repaired part must meet current code. Local governments, including Hillsborough County, may not change that exception by ordinance.
Insurance has its own clock. When your roof is 15 years or older, your insurer must allow an authorized inspector to examine it, and you pay for that inspection. If the inspection shows 5 or more years of useful life remaining, the insurer cannot refuse coverage or decline to renew on age alone. Stay off a wet or damaged roof. From the ground, photograph missing shingles and any water in the attic or on ceilings. Cover openings only if you can do it safely. Hurricane season runs June 1 to November 30, so a patch may need to hold through the next system.
