Nearly two Brandon homes in three, 64.7 percent, were built before 2000, and in August 2024 Hurricane Debby dropped 10 to 15 inches of rain locally near and south of Tampa Bay. On roofs of that age, storm water finds the ridges, edges and flashing first, and Florida's 25 percent rule decides how far a repair can go.

Where Brandon roofs give way in wind and rain
Soffits have historically performed poorly in hurricanes, FEMA reports, and when they fail the result is often significant water intrusion. The 2007 code began requiring soffits to resist the same wind loads as walls, so the soffits on a pre-2000 Brandon house were installed before that rule.
Ridge vents are the other weak spot. FEMA documented a house whose ceilings collapsed although its only roof damage was a lost ridge vent and ridge shingles, and it recommends ridge vents tested for wind and wind-driven rain (TAS 100(A)) with fasteners long enough to go fully through the sheathing.
Age shows in the numbers. After Ian in 2022, FEMA's assessment found visible damage on 90 percent of the asphalt shingle roofs older than seven years that its team observed; Florida's roofing association answers that installation quality, product changes and code era complicate blaming the shingles. With a 1993 median house, many Brandon roofs are well past seven years.

Repair or replace: Hillsborough County's rules for Brandon
Hillsborough County's Building Permits & Records office decides permits for Brandon repairs. The code requires a permit to repair a building but lets the building official approve ordinary minor repairs without one (FBC-B 105.1 and 105.2.2), so ask the county before you treat a patch as exempt.
The 25 percent rule draws the line between a repair and a re-roof: replace more than a quarter of a roof or roof section in 12 months and the whole section must meet current code, unless the existing roof was built to the 2007 code or later, in force from March 1, 2009. The rule is about construction, not insurance; nothing in it says an insurer must pay for a full roof.

Do I need a permit for a small roof repair in Brandon?
Maybe not, but the county decides. The Florida Building Code requires a permit to repair a building and then lets the building official approve ordinary minor repairs without one (FBC-B 105.1 and 105.2.2). For Brandon, that official works in Hillsborough County's Building Permits & Records office, so call or check there before replacing a few shingles. Anything approaching a quarter of a roof section brings in the 25 percent rule as well.

Should I pressure-wash the dark streaks off my Brandon roof?
No. The streaks are usually algae, most often Gloeocapsa magma, which the asphalt roofing industry's trade group says is most widespread in the Gulf States and other warm, humid areas. Owens Corning calls it mostly a cosmetic problem. Both warn against pressure-washing, which strips granules and shortens shingle life; a bleach-and-water rinse may lighten the stains for a while. Brandon's summers are wet, with about 61 percent of Tampa International Airport's 49.48 yearly inches falling June through September, so the streaks tend to come back.

What is the 25 percent roof rule, and how does it hit Brandon homes?
Florida's residential code allows no more than 25 percent of a roof or roof section to be repaired, replaced or recovered in any 12 months unless the whole section is brought up to current code (R908.1.1). The exception, written into Fla. Stat. 553.844(5), covers roofs built to the 2007 code or later; then only the repaired part must meet today's code. With 64.7 percent of Brandon homes built before 2000, the home's age says nothing about the roof, because a roof qualifies for the exception only if it was built, repaired or replaced in compliance with the 2007 Florida Building Code or later, which took effect March 1, 2009.
