Keystone has many lake homes and ranches on land that was once citrus and farm country, in the northwest corner of Hillsborough County. Water covers 10.3 percent of the place, so wind-driven rain and flooding both matter. Most storm leaks start at a few weak spots on the roof.

Where Keystone roofs fail in a storm

Hurricane Eta in 2020 put 3 to 4 feet of surge into the Tampa Bay area and up to 10.64 inches of rain near Sun City Center. Rain like that finds any gap. FEMA field teams have found that damaged roof covering is a primary source of water getting into a house.

Ridge vents are a common weak point. In one FEMA example, ceilings collapsed after only the ridge shingles and ridge vent were lost. Flashing is the next place to look: leaks follow wall and roof intersections, changes of slope and roof openings, where the code requires flashing.

Soffits matter too. FEMA says soffits have performed poorly in hurricanes, and the 2007 Florida Building Code began requiring them to resist the same wind loads as walls. Homes built before that code may have weaker ones.

Repair limits

Repair or replace: the 25 percent rule

Patching on a Keystone house is capped at 25 percent of a roof or roof section in any 12-month stretch. Go beyond that and the entire roof or section needs replacing or recovering. One exception exists: a roof that was itself built, repaired or replaced under the 2007 Florida Building Code or a later edition.

In Keystone, 53.2 percent of homes were built before 2000, so many roofs have been replaced at least once. Whether yours qualifies for the exception depends on when that roof work was done and to what code, not on when the house was built.

Permits for Keystone roofs come from the Hillsborough County building office, since the community has no city government of its own. Small repairs may be treated as ordinary minor repairs, and that call belongs to the building official. Confirm with the county before work starts.

What to do safely after a storm

  • Stay off the roof. Scan from your yard for bare patches, loose ridge caps and flashing that has bent or lifted.
  • Up in the attic, check for daylight coming through, damp insulation or stains on the bottom of the decking.
  • Take dated photos and cover openings with a tarp to limit further water entry.

Storm season on this coast starts June 1, and most activity falls between mid-August and mid-October. Report damage to your insurer promptly: a new property claim is barred unless notice reaches the insurer within 1 year of the date of loss.

What is the 15 year roof rule in Florida?

It comes from Florida Statute 627.7011(5). Once a roof reaches 15 years, the insurer must allow an authorized inspector you hire to examine it, paid by you. If that inspection finds 5 or more years of useful life left, the insurer may not refuse or non-renew you solely for age. How this applies to your policy is something your agent can walk you through. In Keystone, 53.2 percent of homes were built before 2000, so the question comes up often.
