Insurers look at a roof through three documents: the roof section of a 4-point inspection, Citizens' Roof Inspection Form and the wind mitigation form OIR-B1-1802. For a roof at least 15 years old, Florida law lets you have an authorized inspector check it at your expense before the insurer can require replacement. Lake County's 1997 median build year puts many homes in that group.
Roof age
The 15-year rule and the Citizens age lines
Fla. Stat. 627.7011(5) bars an insurer from refusing or non-renewing a homeowner's policy only because the roof is under 15 years old. For an older roof, the insurer must let you get an inspection by an authorized inspector, at your expense, before it can require replacement, and it may not drop you for age alone if that inspection shows at least 5 years of useful life left. It applies to homeowners' policies written or renewed from July 1, 2022 on.
Citizens Property Insurance adds its own lines: shingle roofs older than 25 years and tile or metal roofs older than 50 need documents showing at least five years of remaining life. With 55.3% of Lake County homes built before 2000, a first-generation shingle roof here would already be past the 25-year line.
Mobile homes
Different rules for Lake County's mobile homes
Mobile homes are 16.3% of Lake County's housing units, and in Astatula, Lady Lake and Tavares the share runs from 27.0% to 38.3%. Senate staff analysis notes that the 15-year rule in 627.7011 does not apply to mobile home policies. Citizens requires a 4-point inspection on mobile home applications once the property is more than 20 years old. If you own a mobile home, ask your agent which age rules your policy follows.

What the 4-point, RCF-1 and wind forms record
- 4-point inspection, roof section: covering, age, remaining useful life, date of the last roofing permit, full or partial replacement, overall condition and a damage list. With photos of each slope it can stand in for the Roof Inspection Form.
- Citizens Roof Inspection Form (RCF-1): signed by a general, residential, building or roofing contractor, a building code inspector or a home inspector holding a Florida license, with photos of every slope.
- Wind mitigation form OIR-B1-1802 (Rev. 04/26): in effect since April 1, 2026 and valid for up to five years if nothing material changes. Its roof questions cover code era, wind region, deck attachment, roof-to-wall connections, roof shape and a sealed roof deck.
For a Lake County home, the wind region on that form comes from the ASCE 7-22 hazard tool by address; the county is outside the High-Velocity Hurricane Zone, so the answer is Region 1, 2 or 3.

Can I insure a 20-year-old roof in Lake County?
Often, with an inspection. A 20-year-old roof is past the 15-year mark in Fla. Stat. 627.7011(5), so an insurer must let you get it inspected before requiring replacement, and a report showing 5 or more years of life left means age alone cannot sink the policy. Citizens asks for documentation later, at 25 years for shingle and 50 for tile or metal. A never-replaced shingle roof on a 1997 Lake County house is past both lines. Ask your agent how your policy reads.

What is a roof certification for insurance in Florida?
No Florida statute defines a roof certification. In practice the term means an insurer's roof condition form, most often Citizens' Roof Inspection Form, RCF-1, which was once titled the Roof Condition Certification Form. It records the roof's remaining useful life, with photos of every slope. In Lake County, where 55.3% of homes were built before 2000, it is often the form an insurer asks for on an older roof.

What fails the roof part of a 4-point inspection?
The 4-point form records facts, and the insurer judges them. The roof section lists the damage Citizens asks about: cracking, cupping or curling, heavy granule loss, exposed asphalt or felt, missing, loose or cracked tabs or tiles, soft spots in the decking, visible hail damage and leaks in the attic or on ceilings, plus the roof's age and remaining life. Citizens requires the 4-point on homes more than 20 years old, which takes in every Lake County home built before 2006, including the 55.3% built before 2000.

How long is a wind mitigation report good for in Lake County?
Up to five years. The current form, OIR-B1-1802 (Rev. 04/26), has been in effect since April 1, 2026 and stays valid for up to five years as long as no material changes are made to the structure and no inaccuracies turn up. A re-roof changes several roof answers it records, such as deck attachment and the secondary water barrier, so ask your agent whether to update it after one. Lake County homes built since 2010, 21.5% of the stock, went up under the 2007 code or a later edition.

Can Lake County homes use My Safe Florida Home?
Some can, when the program is open. Fla. Stat. 215.5586 limits its inspections to site-built, owner-occupied single-family homes with a homestead exemption, and its grants carry conditions including a build date before 2008. That leaves out the 16.3% of Lake County housing units that are mobile homes. Check mysafeflhome.com for the program's current application status.
