Commercial roofs in Lake County, in short
A commercial reroof in Lake County is permitted by the city or town the building sits in, or by the county outside city limits, and skips plan review like any reroof. The building is roofed under the 2023 Florida Building Code's standard chapters, not the High-Velocity Hurricane Zone rules. Drainage, existing layers and wet insulation decide most jobs.
Low-slope roofs
Drainage comes first on a flat Lake County roof
The code sets the minimum design slope for new built-up, modified bitumen, single-ply, spray foam and liquid-applied roofs at one-quarter inch per foot, and defines positive drainage as a roof that drains within 48 hours of rain. NRCA's guidance uses the same 48-hour test for ponding.
Lake County's summer tests that slope. Clermont 9 S averages 23.48 inches of rain from June through August, and at The Villages, the nearest Atlas 14 point in our data, the 10-year, 5-minute rate is 9.55 inches an hour. The plumbing code sizes storm drainage on a 100-year hourly rate from its rainfall map or approved local data; Atlas 14 gives 3.96 inches an hour at that point. Where parapets would trap water if a drain clogs, the code requires secondary overflow drains or scuppers.
Options
Coat, recover or tear off
Florida's code rules out a recover, and requires tear-off to the deck, when the existing roof is water-soaked or too deteriorated to serve as a base, when it already has two or more roof coverings, or when blisters are not cut and secured. A coating sold to stop leaks or extend a roof's life counts as roofing work under the contractor law (Fla. Stat. 489.105). The order the code points to:
- Count the roofs already on the building; two or more means tear-off.
- Find wet or deteriorated areas with a moisture survey, verified by core cuts.
- Check that the roof drains within 48 hours, and that any coating is rated for the ponding that remains.
- Check the 25% rule and the roof's code era.
- Ask for the product approval number of every component.
Buildings
Downtown blocks, associations and seasonal checks
If your building sits in the Mount Dora or Eustis district, ask the city's building office whether exterior work needs review beyond the permit before you choose a roof system. The permit itself comes from the city, as it does in each of Lake County's 14 municipalities.
Condominium associations have a separate clock. Fla. Stat. 718.112(2)(g) requires a structural integrity reserve study at least every 10 years for each building three habitable stories or higher, and the roof is the first item it covers.
NRCA suggests looking at a commercial roof each fall and spring. In Lake County that brackets the storm months: the seven FEMA declarations here from 2016 to 2024 all began between August and November, and Milton's 72-knot gust at Leesburg in 2024 is the kind of load a roof edge has to hold.

Who issues a commercial reroof permit in Lake County?
The city or town where the building stands, or the Lake County Office of Building Services for property outside municipal limits. Each of the county's 14 municipalities runs its own permitting, so a building in Clermont goes to Clermont's Building Services and one in Tavares to the city's Community Development office. Reroofs are exempt from plan review under the Florida Building Code. Once issued, a permit lapses if work does not start within 6 months.

How fast should a flat roof drain after a Lake County storm?
Within 48 hours. The Florida Building Code defines positive roof drainage as slope that clears the roof within 48 hours of rain, and NRCA uses the same test for ponding, measured in conditions good for drying. Water still standing after that counts as ponding. In Lake County, where Leesburg averages 19.49 inches of rain over June, July and August, a ponding roof rarely gets a long dry spell, so the slope and the drains matter more than the coating on top.

Does a Lake County condo association need a roof study?
If any building is three habitable stories or higher, yes. Fla. Stat. 718.112(2)(g) requires a structural integrity reserve study at least every 10 years for each such building, and the roof is the first item on its list. The study rests on a visual inspection and gives each item an estimated remaining useful life. For a Lake County building that has been through seven federally declared storms since 2016, the roof section of that study is worth reading closely.

Can a commercial roof in Lake County be coated instead of replaced?
Sometimes. The code requires tear-off, not another layer, when the roof is water-soaked, already carries two coverings, or has blisters that were never cut and secured, and a coating is the wrong answer there too. Where a coating does fit, it has to be rated for any ponding left on the roof, and one sold to stop leaks or extend life is roofing work under Fla. Stat. 489.105. In a county where Clermont 9 S averages 50.64 inches of rain a year, check the drainage before anything else.

What wind rules cover commercial roof edges in Lake County?
Lake County is outside the High-Velocity Hurricane Zone, so the Florida Building Code's Chapter 15 and 16 rules apply. Roof decks and coverings must be designed for Chapter 16 wind loads, and metal edge systems on low-slope built-up, modified bitumen and single-ply roofs must be tested to ANSI/SPRI ES-1 or RAS 111. Low-slope gutters that also hold down a membrane edge are tested to SPRI GT-1. Leesburg's airport logged a 72-knot gust during Milton in 2024.
