The insurer's age lines and Leesburg houses

State law draws the first line at 15 years. An insurer may not refuse or non-renew a homeowner's policy solely because the roof is younger than that. Once a roof reaches 15, the insurer must allow an inspection at the homeowner's expense before it requires a replacement, and if the report shows at least five years of useful life left, age alone cannot be the reason for a refusal. The inspector has to be one the insurer approves: a home inspector, building code inspector, general, building, residential or roofing contractor, engineer or architect, or someone else the insurer accepts.

Citizens sets its own lines on top. Applications for homes more than 20 years old need a 4-point inspection, and the rule names property owner, dwelling and mobile home applications alike. That matters in Leesburg, where 9 percent of housing units are mobile homes. Senate staff note that the 15-year statute does not apply to mobile home policies, so those owners should ask their insurer how it treats roof age.

Each of these rules turns on roof age, counted from the last date the entire roof surface was built or replaced. The permit record is the usual proof, and for city addresses it is kept by the City of Leesburg Building Department.

  • Soft spots in the decking

The same form records the covering, its remaining useful life, the last permit date and whether any replacement was partial, and with photos of each slope it can stand in for Citizens' separate roof inspection form. With Leesburg's median home dating to 1985, the permit date is often the answer that matters most.
