Re-roofing in Lake County, in short

Your permit comes from the city or town your home is in, or from the county for unincorporated land. Florida exempts reroofs from plan review but not from inspection. Once the old covering is off a wood deck, the code requires the deck fastening to meet R908.7.1 and a secondary water barrier to go down before the new roof.

Why so many Lake County roofs are due

Lake County's housing came in two waves. The older towns in the north and center hold much of the 55.3% of homes built before 2000. South Lake came later: the median home dates to 2010 in Groveland, 2007 in Minneola and 2006 in Clermont. A shingle roof from the 1990s has now been through Irma in 2017 and Milton in 2024, along with close to three decades of sun.

Age shows in storms. FEMA's Ian team found visible damage on 90 percent of asphalt shingle roofs older than seven years, though the state roofing association points to installation quality and code era as part of the story.

What the code adds once the old roof is off

Florida's residential code calls removing the old covering, fixing damaged decking and installing a new one a roof replacement; laying a new covering over the old one is a recover. Tear-off is required if the roof is water-soaked, already has two or more coverings, or is tile, among other conditions (R908.3).

  • Deck fastening: on plywood or OSB, staples or 6d nails at any spacing get extra ring-shank nails at 6 inches on center or tighter, and so do 8d nails spaced wider than 6 inches (Table R908.7.1.2).
  • Secondary water barrier: required whenever the covering is removed and replaced on a wood deck (R908.7 and R908.7.2).
  • No plans examination: reroofs appear on the code's list of work exempt from plan review (FBC-B 107).
  • Two inspections: sheathing, often done at dry-in, then the final roofing inspection (FBC-B 110.3).

Permits

Your permit office and the 2007-code line

Inside any of Lake County's 14 municipalities, the city or town issues the re-roof permit; Tavares handles it through Community Development, and Clermont, Leesburg and the others through their own building offices. Unincorporated homes go to the county's Office of Building Services. Ask the office for your address which forms it wants; some, like Astatula, list a reroofing affidavit.

The install date also decides how partial work is treated. A roof built or replaced under the 2007 Florida Building Code or later, in force from March 1, 2009, falls under the exception in Fla. Stat. 553.844(5), explained in the questions below. Many homes in Groveland, Minneola and Clermont went up after that date.

Stat. 489.147 requires every residential roof contract to include a notice that the contractor may not offer a rebate, gift, deductible waiver or anything of value for a roof inspection or an insurance claim, plus a bold notice on the signature page telling you to check coverage with your insurer before you sign.

Do I need a permit to replace my roof in Lake County?

Yes. The Florida Building Code requires a permit to alter or repair a building, and a full re-roof is well beyond the ordinary minor repairs a building official can let go without one. In Lake County the permit comes from your city or town if you live in one of its 14 municipalities, or from the county's Office of Building Services if you do not. If you plan to do the work yourself, Florida's owner-builder rule lets an owner improve a one- or two-family home for their own use under personal supervision (Fla. Stat. 489.103(7)).

Can a new roof go over my old shingles in Lake County?

Not always, and the call sits with your permit office. The code requires a full tear-off when the old roof is water-soaked or too deteriorated to serve as a base, already has two or more coverings, has blisters that are not cut and secured, or is tile or slate. The 8th Edition's residential re-cover sections now read Reserved, and the research did not find how each office treats overlays, so ask the Lake County office that issues your permit. On a 1997-era house, check how many layers are already up there.

Does Florida's 25% roof rule apply to my Lake County home?

It depends on when your roof was installed. Florida's code limits repairs to 25% of a roof or roof section in any 12 months unless the whole section is redone to code. Roofs built or replaced under the 2007 Florida Building Code or later, which took effect on March 1, 2009, skip that whole-section step: only the repaired part must meet the current code. With Lake County's median home built in 1997, plenty of local roofs predate that line. The rule is about code compliance; it says nothing about what an insurer pays.

How long does a Lake County re-roof permit stay active?

Under the Florida Building Code, a permit lapses if work does not start within 6 months of issue or stops for 6 months, and a job counts as active when it has passed an inspection within the past 180 days. Lake County's wet season matters here: Leesburg averages 19.49 inches of rain from June through August, so a roof that is torn off and dried in should move on to its final inspection without long gaps.

Is a roof from the 1990s past its useful life?

Often, though age alone does not settle it. The national roofing contractors' association says most new roofs are designed for about 20 years of useful service, with tile and some metals lasting longer. Citizens Property Insurance asks for proof of at least five years of remaining life on shingle roofs older than 25 years and on tile or metal roofs older than 50. A shingle roof on a 1997 Lake County home that has never been replaced is past both of those shingle marks.
