Roof inspections in Minneola, FL
About a quarter of Minneola's homes, 25.8%, were built before 2000, and the median one dates to 2007, so many original roofs here are past 15 years. Fifteen is when Florida's roof law lets an insurer start asking, and a roof inspection showing five or more years of life left is the homeowner's answer.

Local know-how
Minneola roofs on the insurer's calendar
Run the years forward. An original roof on a 2007 house is 19 years old in 2026. Citizens, the state's insurer, requires a 4-point inspection on homes more than 20 years old, an age that house reaches in 2027, and wants proof of at least five years of remaining life on shingle roofs older than 25 years, which any never-replaced roof on Minneola's pre-2000 homes already is.
The 15-year rule in Fla. Stat. 627.7011(5) covers homeowners' policies issued or renewed on or after July 1, 2022. Florida Senate staff note that it does not apply to mobile-home policies, an exception that barely touches Minneola, where the Census survey puts the mobile-home share at 0.0%.
The forms go to the people who live here: owners hold 81.9% of Minneola's occupied homes, and the median resident is 36.4, about ten years younger than the county's 46.5.
The forms
Three roof forms, and what each asks about a Minneola house
- 4-point inspection, roof section: the covering, its age and remaining useful life, the last roofing permit date, any partial replacement by percentage and a damage checklist, with a photo of every slope.
- Citizens Roof Inspection Form (RCF-1): signed by a general, residential, building or roofing contractor, a building code inspector or a Florida home inspector, again with photos of each slope.
- Wind mitigation form OIR-B1-1802 (Rev. 04/26): code era, wind region, roof shape, deck nailing, roof-to-wall connections and secondary water resistance, valid up to five years if nothing material changes.
Permit dates on those forms come from the City of Minneola Building Department's records. For insurance, a roof's age counts from the last date all of it was built or replaced, so a partial repair keeps the original date.
Questions
Roof inspections in Minneola: questions
What will fail a roof inspection in Florida?
Mostly the items on the insurer's damage list: cracking, cupping or curling, heavy granule loss, exposed asphalt or felt, missing or loose tabs or tiles, soft decking, hail damage and leaks showing in the attic. For a roof 15 years or older, the number that decides it is remaining useful life: Florida law keeps age alone from ending a policy when the inspection shows at least five years left. On Minneola's pre-2000 homes, 25.8% of the city, a never-replaced roof is past 25 years, where Citizens also wants that proof.

Which building code era goes on the wind form for a 2007 Minneola house?
The form decides by permit date, not move-in date. Question 1 of OIR-B1-1802 sorts homes into Florida Building Code 2001/2004 or FBC 2007 and later, and the 2007 code took effect March 1, 2009, so a house finished in 2007, Minneola's median year, was permitted under the earlier edition. The City of Minneola Building Department's records show the date. Wind discounts apply only to the hurricane-wind portion of a policy and are not added together; your insurer or agent has the figures.

Who can sign a roof inspection form for a Minneola home?
Citizens' Roof Inspection Form must be signed by a general, residential, building or roofing contractor, a building code inspector or a Florida home inspector, with photos of each slope. For the 15-year rule, the inspector must be one your insurer accepts and must hold one of the state credentials the statute lists, such as home inspector, building code inspector, contractor, engineer or architect. Ask your insurer which names it accepts before booking. In Minneola the question comes up most on the 25.8% of homes built before 2000.
