Montverde homes measured against the insurers' age lines
Three Census figures frame an inspection here. The median home was built in 2000. Nearly half the housing, 48.6%, is older than that. Only 13.7% was built in 2010 or later, the one group where an original roof can still be under 15 years old.
Those ages run into three lines. Florida law bars an insurer from refusing or non-renewing a policy solely because a roof is under 15 years old, and for an older roof it must allow an inspection, at your expense, before requiring replacement; 5 or more years of remaining useful life protects you from a non-renewal based on age alone (Fla. Stat. 627.7011(5)). Citizens requires a 4-point inspection on properties more than 20 years old, which takes in the median Montverde house since 2020. And Citizens wants five years of remaining life documented on shingle roofs older than 25 years, or tile and metal roofs older than 50.
One group sits outside the statute. Senate staff note that the 15-year rule does not apply to mobile home policies, and mobile homes are 3.2% of Montverde's housing. Its reach is homeowners' policies written or renewed from July 1, 2022 onward.
The forms
What the 4-point and wind mitigation forms record about the roof
The roof section of the 4-point form records the covering, its age, its remaining useful life, the date of the last roofing permit, whether the last job was a full or partial replacement and what share was replaced, and the overall condition. It lists the damage an inspector looks for: cracking, cupping or curling, heavy granule loss, exposed asphalt or felt, missing, loose or cracked tabs or tiles, soft decking, hail marks, and leaks seen in the attic or on ceilings.
The wind mitigation form, OIR-B1-1802 (Rev. 04/26, effective April 1, 2026), goes into the attic: how the deck is nailed, how the roof is tied to the walls, the roof's shape, and whether there is a secondary water barrier. It starts with the building code era, and a Montverde house permitted before March 1, 2002 predates every Florida Building Code edition. A completed form is valid for up to five years if the house does not change.
Where an inspection shows less than five years left, the next step is a roof replacement.

Who can do the roof inspection my insurer wants in Montverde?
Florida's 15-year statute names the kinds of inspectors that count: home inspectors, building code inspectors, general, building, residential or roofing contractors, engineers and architects, plus anyone else the insurer recognizes as qualified, and the insurer has to accept the inspector (Fla. Stat. 627.7011(5)(a)). Citizens' own roof form lists contractors, building code inspectors and home inspectors as signers. How long is a wind mitigation report good for in Montverde?
Up to five years. The current state form, OIR-B1-1802 (Rev. 04/26), took effect April 1, 2026 and is valid for up to five years as long as no material changes are made to the house and no inaccuracies turn up on the form. A re-roof is the kind of change that can alter its answers, especially the deck nailing and the secondary water barrier. Montverde's 848 homes are graded on the same form, whatever their age.

Does the 15-year roof rule apply to mobile homes in Montverde?
Fla. Stat. 627.7011(5) does not apply to mobile home policies, so the 15-year roof rule is not the standard for those. For a roof 15 years or older under a policy it does cover, the insurer must let the homeowner have an authorized inspector check the roof at the homeowner's expense, and may not refuse or non-renew solely for age if the inspection shows 5 or more years of useful life left. Mobile homes are 3.2 percent of Montverde's housing units. If you own one, ask your insurer or agent which roof rules your policy follows.
