Roof age questions Eustis insurers ask
Two numbers frame them. First, 15: Fla. Stat. 627.7011(5) stops an insurer from refusing or non-renewing a homeowner's policy for roof age alone while the roof is under 15 years, and once it is older, the homeowner gets the chance to have it inspected at his or her own cost before any replacement demand. Second, 25: Citizens asks for proof of at least five years of remaining life on shingle roofs older than 25 years, and on tile, metal or other hard roofs older than 50.
Roof age is not house age. For insurance, the clock runs from the last date the whole roof surface was built or replaced, so a 1986 house with a 2019 re-roof has a young roof, and partial jobs count only once the pieces add up to the full roof. That distinction matters more in Eustis than in most of Lake County, where the median home dates to 1997.

What the 4-point roof section records
The Citizens 4-point form gives the roof its own section. It asks for:
- The covering material and the roof's age
- Its remaining useful life
- When the roof was last permitted, and when it was last updated
- Whether any replacement was full or partial, and the percentage replaced
- Overall condition, with a checklist that runs from cracking, curling and granule loss to soft decking, hail marks and visible leaks
Photos of each roof slope go with it, and the form can stand in for Citizens' separate roof inspection form. For a city address, the permit history the form asks for is on file with the City of Eustis Building Department.

Does my Eustis home need a 4-point inspection for Citizens?
If it is more than 20 years old and you are applying with Citizens, yes: Citizens requires a 4-point inspection of the roof, electrical, plumbing and HVAC on property owner, dwelling and mobile home applications for homes past that age. Can a wind mitigation inspection help on an older Eustis house?
It can document features that matter even when the house predates the code. Florida requires insurers to offer discounts or credits for construction that reduces wind losses, including roof strength and roof-to-wall connections, though the state's notice says those discounts apply only to the hurricane-wind part of a policy. The form's first question asks whether the house was built under the 2001/2004 code or the 2007 code and later, and a house from the 1986 median in Eustis fits neither, so its roof deck, roof-to-wall and secondary water barrier answers carry the weight. Who can sign a roof inspection form for a home in Eustis?
It depends on the form. Citizens' Roof Inspection Form must be signed by a general, residential, building or roofing contractor, a building code inspector, or a home inspector holding a Florida license, with photos of each roof slope. The wind mitigation form has its own list in Fla. Stat. 627.711(2)(a), which includes home inspectors with hurricane mitigation training, building code inspectors, general, building and residential contractors, engineers and architects. With a 1986 median build year, most Eustis houses are old enough for Citizens to ask for a roof form.
