Groveland's first roofs reach inspection age

Groveland grew fast enough that 50.9% of its homes date from 2010 or later; across Lake County the median home dates to 1997. Those newer Groveland houses reach the 15-year mark between 2025 and the late 2030s, a few streets at a time. The rule comes from Fla. Stat. 627.7011(5) and covers homeowners' policies issued or renewed on or after July 1, 2022.

The older 17.4% of homes, built before 2000, face a second line. Citizens, the state's own insurer, asks for a 4-point inspection of the electrical, plumbing, heating and cooling, and roof on any home more than 20 years old. It also wants proof of at least five years of remaining life on shingle roofs older than 25 years.

With a 2010 median build year, most Groveland homes were permitted after the 2007 Florida Building Code took effect on March 1, 2009. The wind mitigation form asks for that code era, so the permit history is worth having on hand.

The forms

Three roof forms a Groveland insurer may ask for

  1. The 4-point roof section: covering, age, remaining useful life, the date of the last roofing permit, any partial replacement and its percentage, and a damage list, with photos of each slope.
  2. Citizens' Roof Inspection Form (RCF-1): signed by a general, residential, building or roofing contractor, a building code inspector, or a home inspector holding a Florida license, with photos of each slope.
  3. The wind mitigation form, OIR-B1-1802 (Rev. 04/26): code era, wind region, roof shape, deck nailing, roof-to-wall connections and the secondary water barrier, good for up to five years if nothing material changes.

In Groveland, the permit dates those forms ask for come from the City of Groveland Building Division, which issues the city's residential permits.

Does Florida's 15-year roof rule apply to every Groveland home?

It applies to homeowners' policies issued or renewed on or after July 1, 2022, under Fla. Stat. 627.7011(5). Florida Senate staff note that it does not apply to mobile-home policies. In Groveland that exception touches very few houses: the Census survey puts mobile homes at 0.6% of the city's 8,497 housing units. For everyone else, the insurer cannot refuse or non-renew solely because a roof is under 15, and for an older roof it must allow an inspection, at the owner's cost, before requiring a new one.

How long does a Groveland wind mitigation report last?

Up to five years. The current form, OIR-B1-1802 (Rev. 04/26), took effect April 1, 2026 and says a completed form is valid for up to five years as long as no material changes are made to the structure and no errors turn up. Because the median Groveland house dates to 2010, any report from the house's first years has expired; a fresh one records today's roof. Discounts tied to it apply only to the hurricane-wind portion of a policy, and the insurer or agent sets the numbers.

What does a roof inspector look at on a Groveland house?

Two places: the roof surface and the attic. Outside, the inspector records what Florida's largest insurer lists: cracking, curling, granule loss, exposed felt, missing or loose tabs or tiles, soft decking, hail marks and leaks. In the attic, the inspector photographs what an owner rarely sees: how the deck is nailed, the straps or clips at the walls, and any secondary water barrier. With half of Groveland's homes (50.9%) from 2010 or later, many attics still show the builder's original nailing, which is what the wind form grades.
