Howey homes against the 15-, 20- and 25-year lines
Florida's statute draws the first line at 15 years. Below it, an insurer may not refuse or non-renew a homeowner's policy solely for the roof's age; at or above it, the insurer must let you have the roof inspected, at your expense, before requiring a replacement, and 5 or more years of remaining useful life stops an age-only non-renewal (Fla. Stat. 627.7011(5)). Policies issued or renewed since July 1, 2022 fall under it.
Citizens adds two more. It requires a 4-point inspection for properties more than 20 years old, a line the median Howey house, built in 1990, crossed in 2010. And it wants documentation of at least five years of remaining life on shingle roofs older than 25 years, and on tile, metal or other hard roofs older than 50.
The newer side of town is reaching the first line now: the 28.6% of homes built since 2010 have original roofs that are crossing or approaching 15 years. With 90.0% of occupied homes owner-occupied and a median resident age of 48.2, the policyholder is usually the person living in the house.
The form
The wind mitigation form, item by item, for a Howey house
OIR-B1-1802 (Rev. 04/26), the form insurers use, took effect April 1, 2026. It records the building code era, the wind region from the ASCE 7-22 hazard tool (Region 1 at 140 mph or more, Region 2 at 130 to 139, Region 3 under 130), roof slope, the covering and its product approval, deck attachment, roof-to-wall connections, roof shape, any secondary water barrier and opening protection.
Roof-to-wall connections are graded from weakest to strongest: toenails, clips, single wraps, double wraps, then structural anchors. A hip roof counts only if non-hip features make up no more than 10% of the perimeter. A house permitted before March 1, 2002 predates every code edition the form names, which describes all of Howey's pre-2000 housing.
The state's own notice says wind discounts apply only to the hurricane-wind portion of a policy and are not calculated cumulatively; specific credits come from your insurer or agent. If an inspection shows a roof is near its end, see roof replacement.

What does an inspector check on a Howey-in-the-Hills roof?
Florida's home inspector standards cover the visible, reachable roofing materials, flashings, skylights, chimneys and penetrations, roof drainage, attic ventilation and insulation, and let the inspector skip walking a roof that is too steep, wet or unsafe. An insurer's form goes further, recording age, remaining life, permit history and damage such as curling, granule loss, soft decking and leaks, plus the attic items a homeowner cannot see. On the 55.8% of Howey homes built before 2000, those attic items are the ones an owner is least likely to know.

What can a wind mitigation inspection change for a Howey-in-the-Hills home?
The hurricane-wind part of the premium. Florida requires insurers to offer discounts, credits or deductible reductions for construction shown to reduce windstorm loss, including roof strength, roof covering performance and roof-to-wall strength, and since October 1, 2023 each insurer must describe its discounts on its website (Fla. Stat. 627.0629). The state's notice says those discounts are not cumulative, and OIR sends homeowners to their insurer or agent for figures. The 28.6% of Howey homes built since 2010 were framed under the 2007 code or later, which the form records.

Does a roof inspection in Howey-in-the-Hills mean I need a new roof?
No. Under Fla. Stat. 627.7011(5), an inspection showing 5 or more years of useful life left keeps an insurer from refusing or non-renewing a policy for roof age alone, and Citizens asks for the same five years on older shingle and hard roofs. An inspection is how a roof on a 1990-era Howey house proves it still has those years. If it does not, the report says so, and the choice of what to do next is yours.
