What fails a roof inspection on an older Astatula home
The insurer's 4-point form lists the damage an inspector must note: cracking, cupping or curling, heavy granule loss, exposed asphalt or felt, missing, loose or cracked tabs or tiles, soft spots in the decking, hail damage, and leaks seen in the attic or on ceilings. Each one bears on the remaining-life estimate the form asks for.
Age adds its own lines. Florida's 15-year rule lets an insurer require replacement of an older roof only after allowing an inspection, and not for age alone if five or more years of life remain. Citizens wants that documentation for shingle roofs past 25 years and hard roofs past 50. 60.3% of Astatula's homes were built before 2000, against 55.3% across Lake County, so the date on the last roofing permit, not the age of the house, is the number that counts.
Mobile homes, 38.3% of the town's housing, follow a different track: Senate staff say the 15-year protection doesn't apply to mobile home policies, though Citizens' 4-point requirement does.

Roof forms, wind forms and who signs them
Citizens' separate Roof Inspection Form must be signed by a general, residential, building or roofing contractor, a building code inspector or a Florida home inspector, with photos of each slope; a 4-point report with the same photos can take its place.
The wind mitigation form, OIR-B1-1802 (Rev. 04/26), effective April 1, 2026, grades code era, roof covering, deck attachment, roof-to-wall connections, roof shape and secondary water resistance. Its 'flat roof' box is for buildings of five or more units, so a single-family home with a flat section is graded 'Other'. The form holds for up to five years.

Will the inspector walk on my Astatula roof?
Not always. Florida's home inspector standards have the inspector check visible, readily accessible roofing, flashings, skylights, chimneys, penetrations, drainage, attic ventilation and insulation, and they don't require walking a roof that is too steep, wet, damaged or unsafe. A roofer's inspection for an insurer follows the forms instead, including attic items such as deck nailing and roof-to-wall connectors, with photos. On Astatula's 1995-era houses, the attic check matters as much as the roof surface.

How do I prove my Astatula roof's age?
With the permit. For insurance, Florida counts a roof's age from the last date 100% of its surface was built or replaced, and the 4-point form asks for the date of the last roofing permit. Town of Astatula Permitting is the place to request records for an address in town. If past work covered only part of the roof, the age runs from the first partial replacement once later work reaches the whole surface.

Can a roofer do my wind mitigation inspection in Astatula?
Only if your insurer accepts one. Florida's mitigation statute lists home inspectors with hurricane mitigation training, building code inspectors, general, building or residential contractors, engineers and architects, plus anyone the insurer recognizes as qualified; roofing contractors are not named on that list. The 15-year roof-age inspection is different, and roofing contractors are named there. With 60.3% of Astatula homes built before 2000, ask which form your carrier wants before booking anyone.
