Whether a small repair needs a permit is up to the building official for your address, and Lake County has 14 municipal offices plus the county's own. Repairs are capped at 25% of a roof section in 12 months unless the roof was built to the 2007 code or later.

Where wind gets into a Lake County roof

FEMA's assessment teams keep reporting the same pattern after Florida hurricanes: a damaged roof covering is a main source of water intrusion, and a lost ridge vent leaves a long open slot in the deck. After Ian in 2022, hips and ridges were the most common damage on newer and older roofs alike.

Lake County's record gives those weak spots plenty of tests. Milton gusted to 72 knots at Leesburg in 2024 and Nicole to 43 knots there in 2022. In 2016, Hermine's EF-0 tornado near Fruitland Park and Lady Lake did structural damage to homes and brought down trees and power lines.

Tile behaves differently. The tile industry's post-storm reviews found tiles rarely break from wind alone; flying debris breaks them. Broken tile cannot be reinstalled, and salvaged tile can go back only if it matches in material and profile (R908.5).

Leaks

Signs a leak has already started

Leaks tend to follow the places the code requires flashing: where a roof meets a wall, where slope or direction changes, and around vents and other openings (R903.2.1). The damage list Citizens asks its inspectors to check makes a good homeowner checklist:

  • Cracked, cupped or curling shingles
  • Heavy granule loss, or bare asphalt or felt showing
  • Missing, loose or cracked tabs or tiles
  • Soft spots in the decking
  • Stains on ceilings or on the underside of the roof deck

Look after the wet season, not only after named storms. June through August brings 19.49 inches of rain at Leesburg and 23.48 at Clermont 9 S, plenty to find any opening.

Decisions

Repair, or replace the section?

Florida's main legal line between the two is the 25% rule: no more than a quarter of a roof or roof section may be repaired in 12 months unless that section is redone to the current code. Roofs installed under the 2007 code or later are exempt from the whole-section step. With 55.3% of Lake County homes built before 2000, many original roofs here sit on the strict side of that line.

Small jobs have their own rules. Florida lets the building official approve ordinary minor repairs without a permit, and exempts casual, minor work below a set contract price from contractor licensing, but not a larger job split into pieces and not anyone who advertises as a contractor (Fla. Stat. 489.103(9)).

If a storm caused the damage, Florida law sets claim notice deadlines: 1 year from the date of loss for a new or reopened claim, 18 months for a supplemental one (Fla. Stat. 627.70132). Roofers may not advise on coverage under Fla. Stat. 489.147, so take policy questions to your insurer or agent.

Do I need a permit for a roof repair in Lake County?

For anything beyond an ordinary minor repair, expect one. The Florida Building Code requires a permit to repair a building and lets the building official approve minor repairs without one, so the answer comes from the office for your address: one of Lake County's 14 cities and towns, or the county's Office of Building Services for unincorporated land. Repairs that reach 25% of a roof section in 12 months can trigger the whole-section rule, and that work is permitted like a re-roof.

Can a handyman fix my roof in Lake County?

Only for small work. Florida exempts casual, minor or inconsequential jobs below a set aggregate contract price from contractor licensing, but the exemption does not cover a bigger job broken into pieces or anyone advertising as a contractor. Roofing for pay is otherwise a roofing contractor's trade under Fla. Stat. 489.105, including deck attachment and sheathing or fascia repair during roof work. Your city or town building office, or the Lake County Office of Building Services outside city limits, can say whether a given repair needs a permit.

Why do tile roofs break in Lake County storms?

Mostly from flying debris, not wind pressure. Tile industry reviews after high-wind events found that broken tiles rarely come from wind exposure alone. In a storm like Milton, which gusted to 72 knots at Leesburg in 2024, branches and loose objects do the breaking. Tile roofs are repairable in most cases, but the code bars reinstalling cracked or broken tile, new tile should not go over compromised underlayment, and a repaired area usually will not match exactly.

What should I do about my roof after a storm in Lake County?

Start from the ground and the attic, not the roof. Look for missing shingles, lifted ridge caps, cracked tiles and wet spots on ceilings, and photograph what you find. If you plan an insurance claim, Florida requires notice to the insurer within 1 year of the date of loss for a new claim and 18 months for a supplemental one, and your insurer or agent is the one to ask about coverage. Lake County has had seven federally declared disasters since 2016, so keep each storm's photos and dates separate.

What are the dark streaks on Lake County roofs?

Usually algae, most often Gloeocapsa magma, which the asphalt roofing manufacturers' association says is most widespread in the Gulf States and in warm, humid places. One shingle maker says it has seen no evidence that algae hurts shingle performance and calls the streaking mostly cosmetic. A bleach-and-water wash can lighten it for a while, but never pressure-wash a shingle roof. With June through August bringing 23.48 inches of rain at Clermont 9 S, the streaks may come back.
