By yearly total, Leesburg is the driest of the ten Florida stations in our rainfall research: 43.78 inches, against 67.41 at Miami. Burst intensity tells a different story. Atlas 14's 5-minute, 10-year rate across those ten points runs from 8.71 inches an hour at Orlando to 11.3 at West Palm Beach, and the 100-year, 5-minute rate at The Villages is 13.4 inches an hour.
Storm totals in Lake County have run past 11 inches: 11.03 at Lady Lake in Irma (2017) and 11.26 near Groveland in Milton (2024). The code's downspout rule sits in a termite-protection section and keeps that roof water at least 1 foot from the wall.
Sizing
Sizing gutters and downspouts for a 9.55-inch rate
Florida's plumbing code sizes gutters on flow. At a slope of 1/8 inch per foot, a 5-inch half-round gutter carries 74 gallons a minute and a 6-inch carries 110, about 49% more. Downspouts carry 92 gallons a minute for a 3-inch round leader and 192 for a 4-inch (FBC-Plumbing Table 1106.3).
To turn flow into roof area, the sizing tables count one gallon a minute for every 96.15 square feet of roof under 1 inch of rain an hour, then multiply for pitch: 1.05 at a 4- or 5-in-12 roof, up to 1.30 at 12-in-12. At 9.55 inches an hour, a 6-inch half-round gutter serves about 1,107 square feet of plan area; on the plumbing code's 100-year, 1-hour basis of 3.96 inches an hour, it would serve about 2,671. That gap is arithmetic on published numbers, not a code requirement, but it shows why a gutter sized to the hourly rate can overflow in a Lake County downpour.

Oaks, pines and lakefront downspouts
Leaves and needles are the other load. Southern live oaks are semi-evergreen and drop litter, Florida's pollen season runs January to June with a peak in March and April, and pines shed most needles from September through November. A rhythm built from University of Florida timing is to clean after the spring oak drop, before the June storms and after the fall needle peak, more often under heavy canopy; a Florida home insurer recommends at least twice a year.

Do Lake County homes need gutters by code?
Only some do. The Florida residential code requires gutters and downspouts on buildings whose eaves stick out less than 6 inches, apart from gable-end rakes and a roof that sits above another roof. Do I want 5- or 6-inch gutters in Lake County?
For most Lake County roofs, the 6-inch size buys real margin. In the plumbing code's capacity table, a 6-inch half-round gutter carries about 49% more water than a 5-inch at the same slope, 110 gallons a minute against 74. How often should gutters be cleaned in Lake County?
At least twice a year, and more under trees. A Florida home insurer recommends spring and fall cleaning, more often with overhanging trees or frequent storms. At least 1 foot from the house, which is all the code itself sets. Florida's residential code accepts underground piping, tail extensions or splash blocks to get the water there. In a county with 250 named lakes and 1,735 other bodies of water, plenty of lots slope toward a shoreline; where the water goes past that first foot is a site question for your property, and your city or the county can tell you whether any local drainage rules apply.
