The code edition that will govern your new roof permit
Florida's 2023 Building Code (Eighth Edition) became effective on December 31, 2023. The 2026 code, known as the Ninth Edition, will become effective on December 31, 2026. Any permit application submitted on or after that date must follow the new edition, so the filing date controls which rules apply.
Hallandale Beach sits in Broward County, which, along with Miami-Dade, is one of only two Florida counties that fall within the High Velocity Hurricane Zone. That zone carries the strongest roof provisions in the state, so a new roof here is built to the HVHZ rules rather than the general state rules.
What inspectors check
Deck, underlayment and fastening checks at inspection
Roof sheathing has to be fastened with specific ring shank nails, and the inspector looks for that during the sheathing stage. Before the shingles or tile go on, the roof needs one of three approved dry-in methods, such as a full self-adhering membrane or two layers of approved felt.
- Low-slope HVHZ roofs need a minimum deck slope of 1/4:12 in new construction.
- Loose laid ballasted or nonballasted roof systems are not permitted under HVHZ rules.
- Shingle drip edge at eaves and gables must be fastened at 12 inches on center, or 4 inches where wind speeds run 110 mph or higher.
Permits and timing
Product approval and scheduling the roof with the build
Statewide, product approval for roofing materials is required by law. Your permit application needs the product approval or Notice of Acceptance numbers. Check any number on the Florida Building Commission product approval search before you accept it.
Should work fail to begin within 6 months after issuance, or halt for 6 months, the permit expires. Schedule the roof so it follows the framing inspection and the dry-in inspection without long gaps.

Does a new roof in Hallandale Beach have to meet the 2026 code?
That change applies only to permit applications filed on or after December 31, 2026. Applications filed before that date follow the 2023 Eighth Edition. Who can install a tile or metal roof on a new home in Hallandale Beach?
On a new building that the general contractor built itself, asphalt or fiberglass shingles may be installed by that contractor. Installation of tile, metal, or membrane roofs has to be performed by a roofing contractor holding certification or registration. Without that certification or registration, a general contractor cannot market itself as a roofer.
