Code minimums for a new roof in Pompano Beach
Permits filed today fall under the Eighth Edition (2023) of the Florida Building Code, in force since December 31, 2023, and in Broward its roofing rules come from HVHZ Sections 1512 through 1525: in new construction the deck under a low-slope roof must fall at least 1/4 inch per foot, mechanically fastened tile needs at least a 4:12 pitch, and every roofing product on the permit carries a product approval or Notice of Acceptance number.
Countywide, more new housing now comes in large buildings than as houses. Broward permitted 712 single-family units in 2025 and 1,904 units in buildings of five or more, against 1,431 single-family units in 2020, by the Census Building Permits Survey. Pompano's existing stock already leans that way, with 49.6 percent of its housing in buildings of 10 or more units.

The code lists inspections in order: framing with trusses and connectors, sheathing with the dry-in, then a roofing inspection covering dry-in, insulation, coverings and flashing, then final (FBC-B 110.3). A building owner, or the owner's contractor with written authorization, may hire a private provider for plan review or inspections under Fla. Stat. 553.791.
A general contractor must subcontract the roofing unless it holds a roofing certificate or registration, with one carve-out for asphalt or fiberglass shingles on a new building of its own construction (Fla. Stat. 489.113(3)). Soffits deserve the same attention as the roof: FEMA's Hurricane Michael advisory found wind-driven rain through failed soffits caused costly water damage, and the 2007 code began requiring them to resist wall-level wind loads.

It depends on the filing date. What does Florida's builder warranty law cover on a new Pompano Beach home?
Since July 1, 2025, Fla. Stat. 553.837 requires a builder to warrant a newly built home for 1 year against defects in equipment, material or workmanship that cause a material violation of the Florida Building Code, which in Pompano Beach includes Broward's hurricane-zone roofing sections. The year runs from the first transfer of title or first occupancy, whichever comes first. Are gutters required on a new home in Pompano Beach?
Only where the eaves are short. The residential code requires gutters and downspouts on buildings whose eaves project less than 6 inches, except at gable-end rakes or a roof above another roof, and every downspout must discharge at least 1 foot from the wall.
