HVHZ rules for a new Hollywood roof
New buildings here skip the residential roof chapter: R901.1 sends HVHZ buildings to Chapter 44 and to Building code Sections 1512 through 1525. The roofing permit application carries each product's approval or NOA number plus the owners notification, so the roofer's numbers are needed before the permit goes in, not at inspection.
Florida law also decides who does the roof. A general, building or residential contractor must subcontract roofing unless it holds a roofing certificate or registration; only shingles on a building it is constructing itself are exempt, so tile, metal and membrane roofs on new Hollywood buildings go to a roofing contractor.

What slope does a new flat roof need in Hollywood?
At least 1/4 inch per foot. In the High-Velocity Hurricane Zone, Section 1515.2.2.1 sets that minimum deck slope for new construction, and Table 1515.2 sets steeper minimums for some systems: 2:12 for architectural metal panels and for tile set in mortar or adhesive, 4:12 for mechanically fastened tile, and 1:12 for standing-seam panels that pass the ASTM E2140 leakage test. The deck minimum applies to every new flat roof in Hollywood, from a house addition to a building of 10 or more units, the kind that holds 37.8 percent of the city's housing.

Does a new Hollywood project need a Notice of Commencement?
When the direct contract is above the amount set in Fla. Stat. 713.135, yes. The permitting office needs a copy of the recorded notice before the first inspection, the code requires it to be posted on the job site, and the permit card warns the owner that failing to record it may mean paying twice for the improvements. In Hollywood that office is Development Services, so record the notice before the foundation or framing inspection is called.

When does the Ninth Edition of the Florida code apply to a Hollywood project?
To every permit application and set of plans submitted on or after December 31, 2026. Until then, the 2023 Florida Building Code, Eighth Edition, which took effect December 31, 2023, governs. A Hollywood project in design now could land on either side of that date, so ask which edition the drawings were prepared for before the permit goes to Development Services. Hollywood has built little new housing lately, 3.4 percent of its homes since 2010, so check the edition with the city rather than assuming it.
