What the inspector checks
Decking, underlayment and fasteners for a new roof
Roof sheathing must be fastened with specified ring shank nails, and the code lists the nail sizes. For shingle, metal and similar roofs, the dry-in must use one of three underlayment methods: a full self-adhering membrane, a taped strip over each deck joint under an approved underlayment, or two layers of felt with set fastening spacing. Your roofer should be able to say which of the three is in the plan.

- Install tile only over solid sheathing, following the manufacturer's directions.
- Low-slope systems need a minimum deck slope of one-quarter inch per foot, and no loose-laid ballasted system is permitted

The roof inspection comes in a set order after framing and sheathing. A dry-in inspection can happen before the roof covering goes on, so ask your builder when the sheathing will be ready for review. The final inspection closes the permit, and gutters with downspouts are required on buildings with short eaves, with downspouts discharging at least one foot from the wall.
Permits expire if work does not start within six months of issue, or if work stops for six months. Roofing products must carry a statewide approval number, which you can check in the Florida Building Commission lookup. Ask for the product approval numbers in writing and keep them with the permit.

Can my builder install the roof on a new home in Lauderdale-by-the-Sea?
It depends on the roofing material. Florida law lets a general contractor install asphalt or fiberglass shingles itself, but only on a new building it constructed. Work on tile, metal and membrane roofs is reserved for contractors holding certified or registered roofing status. Florida law requires a builder to cover a newly built home for one year against defects in equipment, material or workmanship that violate the Florida Building Code. Whichever comes first, original conveyance or initial occupancy, starts the one-year window. Excluded from coverage under the statute are ordinary wear and tear, settling, defects the owner caused, and natural disasters. Do roof gutters and downspouts have to be installed on a new home here?
Florida's residential code requires gutters with downspouts on buildings with eaves less than six inches. Gable end rakes and a roof that sits above another roof are the two carve-outs. Downspouts must discharge at least one foot from the building's sidewall, by underground pipe, tail extension or splash block. The county permitted 712 single-family units in 2025, down from 1,431 in 2020. It also permitted 1,904 units in buildings of five or more units in 2025. These figures show that most new activity is in larger multifamily buildings, not single homes. Lauderdale-by-the-Sea itself had only 3 percent of homes built in 2010 or later.
