Hurricane Irma damaged more than 7,132 Brevard County homes in 2017, and the eight tornadoes it spawned here left roof and shingle damage from Mims to Turkey Creek. Most storm repairs in the county start at the same weak points: ridges and hips, roof edges, soffits and the flashing around anything that pierces the roof.

A repair renews part of a roof. Once repairs pass 25% of a roof or roof section within 12 months, the code calls for redoing the whole section, unless the roof was built to the 2007 code or later. Small repairs can skip a permit only with the building official's approval, so check with your city or the county before work starts.
Storm damage
Where Space Coast storms break into a roof
Matthew's 2016 damage shows the local pattern: shingles, soffits, awnings and pool enclosures, worst on the barrier islands, with several homes taking water through damaged roofs. FEMA's teams name wind-damaged coverings as a primary source of water intrusion, and after Ian the most common damage they found was at hips and ridges.
Two small parts cause big leaks. A lost ridge vent leaves an open slot along the deck; FEMA documented ceilings collapsing when the only roof damage was the ridge. Failed soffits let wind-driven rain into the attic, and soffits did not have to resist wall-level wind loads until the 2007 code, long after most of Brevard's homes were built.
Tile breaks mostly from flying debris rather than wind, according to the tile industry, and it is repairable in most cases, though matching tiles may be discontinued.
Leaks
Leak checks after a Milton-size rain
Milton dropped 3 to 6.5 inches of rain across Brevard in 2024. Leaks usually start where the code requires flashing: wall intersections, changes of slope and openings such as vent pipes. Citizens asks inspectors to note these roof damage items:
- Cracked, cupped or curling shingles.
- Heavy granule loss, exposed asphalt or exposed felt.
- Missing, loose or cracked tabs or tiles.
- Soft spots in the decking.
- Hail damage, and leaks seen in the attic or on ceilings.
Dark streaks are usually algae; one shingle maker reports no evidence they affect performance, and trade groups warn that pressure washing strips granules.
After a storm
Tarps, permits and who may do the repair
Indian Harbour Beach's post-storm guide draws the usual line: a temporary tarp or board-up needs no permit, but a replacement or substantial repair does. Elsewhere the building official may approve ordinary minor repairs without a permit, so ask your office, one of 15 municipal departments or the county for places like Merritt Island.
Florida's contractor law exempts only casual, minor work below a set contract amount, never a bigger job split up to dodge it. After an event under a state-of-emergency order, an owner may repair or replace shingles on their own home of up to three units.
On insurance, Fla. Stat. 489.147 bars contractors from urging roof claims through prohibited advertising, offering anything of value for an inspection or claim, or advising on coverage without a public adjuster license. Notice of a new claim must reach your insurer within 1 year of the loss, and coverage questions go to your insurer or agent.

Patch it, or redo the section?
The 25% rule is Florida's line between repair and replacement: no more than a quarter of a roof or roof section may be redone in 12 months unless the whole section is brought to the current code. On roofs built to the 2007 code or later, in effect from March 1, 2009, only the repaired part must meet today's code; a 1988-era original roof gets no such pass.
For insurance, a roof's age runs from its last full replacement, and partial work resets it only once it adds up to the whole roof, so a patch leaves the age where it was.

Can a handyman fix my roof in Brevard County?
Only for small jobs. Florida exempts casual, minor or inconsequential work below a set contract price from contractor licensing, but not a larger job split into pieces or anyone who advertises as a contractor. Otherwise, roofing for pay falls to a roofing contractor. Whether a small repair also needs a permit is up to your office, whether that is Melbourne, Palm Bay or Brevard County Planning & Development.
What should I do first after a storm damages my Brevard roof?
Stay off a wet or damaged roof. Photograph the damage inside and out, then cover the opening; Indian Harbour Beach's guide notes temporary tarping needs no permit there, and your office can confirm its own rule. Move belongings away from leaks. Florida law requires notice of a new insurance claim within 1 year of the loss. Milton alone affected 405 Brevard structures in 2024, so keep your photos and dates together.
Why is my ceiling leaking when only a few ridge shingles blew off?
Because the ridge is often where the deck is open. A ridge vent covers a slot along the top of the roof, and when it blows off, rain falls straight into the attic; FEMA documented ceilings collapsing from exactly that. Brevard's coastal gusts test ridges hard; Nicole reached 65 to 75 mph along the shore in 2022. FEMA recommends ridge vents tested for wind-driven rain and fasteners that pass fully through the sheathing.
Is a storm-damaged tile roof in Brevard worth repairing?
Usually. The tile industry says tile roofs are repairable in most cases and that high-wind breakage typically comes from flying debris. Matching is the catch: many profiles are discontinued, so a repair may harvest tiles from a hidden slope for the street side. New or salvaged tile should not go over damaged underlayment. Irma's eight Brevard tornadoes in 2017 were the kind of event that throws debris.
Do roof repairs in Cocoa Beach or Satellite Beach need a permit?
Ask the city first; both run their own offices, Cocoa Beach's Building Division and Satellite Beach's Community Development Department. The state code requires a permit to repair a building but lets the building official approve ordinary minor repairs without one. Milton's EF-1 tornado in Cocoa Beach in 2024 is the kind of event that pushes repairs past minor, and the 25% rule can turn a big repair into a section replacement.
