Roof repair in Indian Harbour Beach, FL
Water covers 21.3% of Indian Harbour Beach, a city squeezed between the Atlantic and the Indian River Lagoon. That puts most roofs close to open water and wind. Storm damage here usually starts at the edges, vents and flashing, and many repairs never need a full replacement.

Storm damage
Where roofs fail in coastal Brevard storms
Hurricane Matthew passed about 25 miles offshore in 2016, yet gusts reached 87 mph in Satellite Beach next door. Damage across the county mostly meant shingles, soffits and awnings. That pattern tells you where to look first: the roof edge, the soffit and the shingle field.
Irma in 2017 damaged over 7,132 county homes, and an EF-1 tornado touched down at Indialantic, a short drive south. FEMA field teams found that damaged roof covering is a primary path for water. They also found that losing a ridge vent can open large holes in the deck, and one house had ceilings collapse from lost ridge shingles and a ridge vent alone.
- Flashing where a roof meets a wall, a chimney or a vent pipe
- Ridge vents and the shingles along the ridge
- Valleys and points where the slope changes
- Soffits under the eaves, a weak spot in past hurricanes
- Missing, cracked or curling shingle tabs
Many homes here date from around 1978, against a countywide median of 1988. That suggests many of these roofs have been replaced at least once, so ask when yours was last done.
Repair versus replace
The 25% rule and your repair in Indian Harbour Beach
Under the Florida Building Code, patching stops at 25 percent of a roof or roof section in any 12 months. Go past that and the whole section needs a new covering or a recover. Code treats that figure as the legal edge between a repair and a replacement.
There is a way around it. When the roof itself was built, repaired or replaced under the 2007 code or a later edition, only the new work has to meet today's code. Brevard cities cannot rewrite that exception by local ordinance.
With 4,610 housing units and 80.1 percent of occupied homes owner-occupied, most roof decisions here belong to the person living under the roof. Ask any roofer to measure the damaged area against the whole roof section before you agree to a patch.
After the storm
What to do after a storm, and what the city requires
Stay off a wet or damaged roof. From the ground, look for missing tabs, lifted ridge pieces and ceiling stains. Photograph what you see, then tarp it. The city's post-storm guide says temporary tarping needs no permit.
Roof replacements and substantial repairs do need a permit in Indian Harbour Beach. Small repairs fall under the building official's call on minor work, so confirm with the City of Indian Harbour Beach Building Department before work starts.
What your policy pays is a question for the company that wrote it. Under Florida law, a roofing contractor may not advise on policy coverage or offer you something of value for an inspection.
Questions
Roof repair in Indian Harbour Beach: questions
Do I need a permit for roof repair in Indian Harbour Beach?
It depends on the size of the work. The city's post-storm guide says roof replacements and substantial roof repairs need a permit, while temporary tarping does not. Florida's code lets a building official approve ordinary minor repairs without one, so the call is local. Confirm with the City of Indian Harbour Beach Building Department before you start. Skipping a required permit can cause trouble later.

What does the 25% rule mean for a roof repair?
Under Florida's rules, repairs within any 12-month period cannot cover more than 25 percent of a roof or roof section. Beyond that point, the entire section needs a replacement or a recover. A roof built, repaired or replaced to the 2007 Florida Building Code or later gets relief, so only the new work must meet current code. In a city where the median home dates to 1978, ask when your roof was last redone.

Which parts of a roof usually fail first in a hurricane here?
Hurricane Matthew's 2016 gusts hit 87 mph in Satellite Beach, and county damage was mostly shingles, soffits and awnings. FEMA also found flashing, ridge vents and soffits are common water entry points. Check those first, from the ground.

My roof is 15 years old. Can my insurer make me replace it?
Florida law lets you have an authorized inspector check a roof that is 15 years or older, at your expense, before the insurer requires replacement. The insurer may not refuse or non-renew a policy solely for age if the inspection shows 5 or more years of useful life left. If a Brevard County insurer raises your roof's age, the inspection report is your evidence.
