Where roofs fail in Brevard storms
Hurricane Matthew passed about 25 miles offshore in 2016 and still brought 81 mph gusts to Merritt Island. Damage in the county generally involved roof shingles, soffits and awnings. Irma in 2017 damaged over 7,132 homes, and its tornadoes caused roof and shingle damage.
The failure points repeat. According to FEMA field teams, damaged roof coverings were a primary source of water intrusion. Lost ridge vents can open large holes in the deck, and failed soffits often let water in. Leaks also track the flashing at wall intersections, slope changes, chimneys and vent pipes.
Viera is described as Brevard County's newest community, and the median home here was built in 2000, against 1988 countywide. Only 0.7 percent of homes predate 1980. These are mostly shingle roofs on newer houses, so the usual problems are wind-lifted shingles, worn flashing and vent damage, not rotted old decking.
Florida code
Repair or replace: the 25 percent rule
Florida's building code caps repairs at 25 percent of a roof or roof section in any 12-month period. Once the damage passes that point, the whole roof section has to be replaced or recovered. Under the law, this is where repair ends and replacement begins.
There is an exception. If the roof was built, repaired or replaced to the 2007 Florida Building Code or later, only the repaired part must meet current code, and no local government may amend that. Ask your building official which applies, because the home's build year alone does not tell you the roof's.
Because Viera East is unincorporated, roof permits come from Brevard County Planning & Development. Minor repairs may be approved without a permit, but that is the building official's decision. Call the county office before you start.

What to do safely after a storm
- Stay off the roof. Look from the ground for missing shingles, lifted ridge caps and damaged soffits.
- Check the attic with a flashlight for wet decking or daylight at the ridge.
- Photograph ceiling stains and interior leaks before anything is moved.
- Cover openings only from a safe position, and leave work at height to a roofer.

What is the 25% roof rule in Florida?
Under Florida Building Code section 1511.1.1, no more than 25 percent of a roof or roof section may be repaired, replaced or recovered in a 12-month period unless the whole roof section is replaced or recovered. A roof falls under the exception only if that roof was built, repaired or replaced in compliance with the 2007 Florida Building Code or any later edition, and the 2007 code took effect March 1, 2009, so only the repaired part has to meet current code. In Viera East, Brevard County Planning & Development issues the permit.

Do I need a permit for a small roof repair in Viera East?
The code says ordinary minor repairs may be done with the building official's approval and without a permit, so the call is theirs. Where do Viera East roofs usually leak after a hurricane?
Typically at flashing, vents, the ridge and lost shingles. Matthew's 2016 damage in Brevard involved shingles and soffits, and Irma's tornadoes damaged roofs in 2017. FEMA notes that lost ridge vents expose large deck openings and that failed soffits often let water in. Homes here have a median build year of 2000, so many roofs are shingle systems.

Can my insurer force a new roof because of its age?
Once your roof reaches 15 years old, Florida law allows you to pay an authorized inspector to check it. An insurer may not refuse or non-renew on age alone when the inspection shows 5 or more years of useful life remaining. How that rule plays out under your own policy is something your insurer or agent can explain. A roofing contractor cannot advise you on coverage.
