Where roofs fail in Brevard County storms

Hurricane Matthew passed about 25 miles offshore in 2016. Even so, county damage generally involved roof shingles, soffits and awnings. Hurricane Irma in 2017 damaged over 7,132 county homes, and eight tornadoes brought roof and shingle damage. A storm does not need to make landfall to strip shingles.

Ridge vents are a weak point. FEMA notes that losing them can open large holes in the roof deck, and one example house had ceilings collapse though only the ridge shingles and vent were gone. Poor performance has also been common among soffits, and when they fail they frequently allow a lot of water inside.

Leaks also follow flashing. Flashing is required by code where walls meet roofs, where the slope changes, and around roof openings like vent pipes and chimneys. If you see a stain near one of those spots, start the search there.

Florida code

Repair or replace: the 25 percent rule

Under the Florida Building Code, no more than 25 percent of a roof or roof section may be patched within any 12-month period. Beyond that threshold, the entire roof or section has to be redone. Here sits the key legal boundary separating a repair from a replacement.

There is an exception. If your roof was built, repaired or replaced under the 2007 Florida Building Code or a later edition, only the section being repaired has to meet current code. The median year built here is 1997, but that describes homes, not roofs, so it tells you nothing about your roof. About 20.8 percent of town housing units date from 2010 or later, against 10.9 percent countywide, and a roof on one of those homes may fall under the exception.

For a small repair, ask the Town of Grant-Valkaria Building Department whether a permit is needed. State code lets the local building official approve ordinary minor repairs without one.

What to do safely after a storm

  • Stay off the roof. Check from the ground and look for missing tabs, exposed felt and shingle pieces in the yard.
  • Look in the attic for wet decking or daylight, and check ceilings for stains.
  • Photograph everything before any cleanup, and put a tarp over exposed areas only if you can do it from a safe position.
  • Hurricane season runs June 1 to November 30, so keep these steps handy from early in the season.

Florida's 25 percent rule says no more than 25 percent of a roof or roof section may be repaired, replaced or recovered in 12 months unless the entire roof or section is replaced or recovered. Roofs built, repaired or replaced to the 2007 Florida Building Code or later get an exception. For those, current code applies only to the part being repaired. A roof in a home built after 2010 may fall under this exception.

Where do roofs leak first after a hurricane?

Ridge vents, soffits and flashing are common failure points. According to FEMA, ridge vents that were lost left large openings in the roof deck. Matthew in 2016 brought gusts of 70 to 87 mph to the county coast, and roof shingles, soffits and awnings were the usual damage. Check where the roof meets walls and around vent pipes for stains first.

Can I get a free roof in Florida?

No. Florida law bars roofing contractors from offering anything of value for a roof inspection or a claim, including a deductible waiver. A contractor may also not advise on coverage unless licensed as a public adjuster. Offers of a free roof often target areas where most households own their homes, and in this area about 97.4 percent of occupied homes are owner-occupied, so many residents are the kind of homeowner such pitches aim for. If someone offers a free roof, check with your insurer before signing anything.
