Where West Melbourne roofs fail in storms

Hurricane Matthew passed about 25 miles offshore in 2016 and still gusted to 70 mph at Melbourne International. NWS reported that county damage generally involved roof shingles and soffits. Irma in 2017 damaged over 7,132 county homes, and its tornadoes did roof and shingle damage at Indialantic and Palm Bay.

Water usually gets in at the weak spots, not across the whole field. Leaks track the places code requires flashing: wall and roof intersections, changes of slope, and openings such as vent pipes. Check those first, along with valleys and the ridge.

After any wind event, take a look at your ridge vents. According to FEMA, a ridge vent that is lost can leave a large opening in the roof deck. In one example house the ceilings collapsed though the only roof damage was lost ridge shingles and ridge vent.

Soffits fail too. Federal teams report they have performed poorly in hurricanes, and failure often means serious water intrusion. The peak of hurricane season falls around September 10, and the season itself runs from June 1 through November 30.

Repair or replace: the 25 percent rule

Under the Florida Building Code, patching stops at 25 percent of a roof or roof section within 12 months. Once repairs pass that threshold, the entire roof section has to be replaced or recovered. This is the central legal divide between a repair and a replacement.

An exception can help. If the roof was itself built, repaired or replaced under the 2007 Florida Building Code or later, only the repaired part must meet current code. West Melbourne's median home was built in 2003, but that year describes the homes and says nothing about any one roof, so confirm your own roof's history before assuming the exception applies, because it covers a roof only if that roof was built, repaired or replaced in compliance with the 2007 Florida Building Code or later, which took effect March 1, 2009.

About 27.6 percent of homes here went up in 2010 or later, against 10.9 percent countywide. Those newer roofs are more likely to qualify for the exception, but that depends on each roof's own record, not the home's age.

West Melbourne states that under HB 803 (2026) roofing still needs a permit regardless of value, and homes in a flood zone do not qualify for the exemption. Permit questions go to the city's own Building Department, so ask there before work starts.

After a storm, stay off the roof. From the ground, look for missing or curled tabs, exposed felt, bare asphalt, and stains on interior ceilings. Take photos of all the damage, and only cover with a tarp the areas you can get to safely.
