How Brevard County storms break Cocoa roofs
Hurricane Matthew in 2016 passed about 25 miles offshore and still put peak gusts of 81 mph on Merritt Island and 77 mph at Cocoa Beach. The county report ties the damage mostly to roof shingles, soffits and awnings. That is the pattern to look for on a Cocoa roof after any hurricane.
Irma in 2017 damaged over 7,132 homes in the county, and eight tornadoes touched down, including an EF-1 in Rockledge. Tornado damage runs in narrow paths. A neighbor's roof can look fine while yours has lost shingles.
Water usually gets in at the weak points. Ridge vents are one: FEMA found that losing them exposes large openings in the deck, and one house had ceilings collapse though only ridge shingles and the ridge vent were gone. Soffits are another, since they have a poor record in hurricanes. Flashing at wall-to-roof joints, chimneys and vent pipes is the third.

Cocoa's median home was built in 1975, and 54.9 percent of its housing units predate 1980, against 32.1 percent countywide. That tells you the housing is old. It does not tell you how old your roof is, since many have been replaced since. Check your own permit records.
The 25 percent rule sets the line. Under the code, you may not repair, replace or recover more than 25 percent of a roof or roof section in 12 months unless the whole covering is replaced. One exception exists, for a roof that was itself built, repaired or replaced under the 2007 Florida Building Code or a later edition. On that kind of roof, current code applies only to the portion you are fixing.
Mobile homes are 4.9 percent of Cocoa's housing units. Their roofs follow the HUD code rather than the Florida Building Code, so ask the building office how the rule applies to yours.

Cocoa's online permit list includes a separate Reroof permit type. A small repair may not need one, because the building official can approve ordinary minor repairs without a permit. Call City of Cocoa Building & Permitting before you start, and ask which route your job takes.
- Stay off a wet or damaged roof. Photograph damage from the ground.
- Cover openings with a tarp only if you can do it from a ladder at the eave.
- Keep receipts for temporary repairs and send them to your insurer or agent.
For any insurance question, ask your insurer or agent. Florida law bars a roofer from advising you on coverage, and a new or reopened claim must reach the insurer within 1 year of the loss.

What is the 15 year roof rule in Florida?
Fla. Stat. 627.7011(5) is the source of the 15 year roof rule that applies in Florida. Under this rule, a homeowner's policy cannot be denied or left unrenewed by an insurer on the sole basis that the roof is under 15 years old. For a roof 15 years or older, the insurer must allow you to have an authorized inspector check it at your own expense, and it may not refuse or non-renew solely for age if the inspection shows 5 or more years of useful life remaining. An authorized inspector is one the insurer approves, such as a licensed home inspector, building code inspector, roofing or general contractor, engineer or architect. With Cocoa's median home dating to 1975, plenty of owners here will run into this rule.

Does a small roof repair in Cocoa need a permit?
Ask City of Cocoa Building & Permitting. State code says a permit is needed to repair a building, but ordinary minor repairs can be cleared by the building official without one. Cocoa also lists a separate Reroof permit type online for full replacement. The official decides which applies to your job.

Why did my Cocoa roof leak after Hurricane Irma if only a few shingles blew off?

What is the new law in Florida about roofs?
Two rules matter most for a Cocoa repair. The 25 percent rule limits patching to 25 percent of a roof or roof section in 12 months unless the roof was built to the 2007 Florida Building Code or later. Since January 1, 2023, new policies bar assigning post-loss insurance benefits to a contractor.
