In 2017, during Hurricane Irma, an EF-1 tornado with winds of 100 to 110 mph hit more than a dozen mobile homes in Palm Bay Estates. Several were heavily damaged or destroyed. That event shows what Palm Bay roofs face and where they give way first: edges, vents, flashing and the ridge.

Where Palm Bay roofs fail in a hurricane
Brevard County has taken repeated hits. Irma damaged over 7,132 homes in the county, and the same storm produced an EF-1 tornado at Turkey Creek and Palm Bay with roof and shingle damage. Matthew in 2016 mostly cost homeowners shingles, soffits and awnings.
FEMA field teams call wind damage to roof covering a primary source of water intrusion. Look first at the ridge. Lost ridge vent can leave a large opening in the deck, and FEMA documented a house whose ceilings collapsed though the only roof damage was ridge shingles and ridge vent.
Leaks also follow flashing. The code requires it at wall and roof meetings, changes of slope and roof openings, so a leak near a vent pipe, chimney or valley is usually a flashing problem, not a shingle one. Soffits fail too. Once one lets go, water often follows it into the attic.

Repair or replace a roof from the early 1990s
The median Palm Bay home was built in 1993. That suggests many roofs here are on their second covering, or an aging original. Only 12.9 percent of housing units predate 1980, so tear-offs usually reveal 1990s decking and nailing rather than very old work.
Florida draws the line at 25 percent. No more than 25 percent of a roof or roof section may be repaired in 12 months unless the whole covering is replaced. A roof built or redone to the 2007 Florida Building Code or later gets relief: the repaired area alone is held to current code, and Palm Bay cannot amend that by ordinance.
A 1993 covering falls outside that relief unless it was redone after 2007. Ask your contractor to confirm the roof's history before agreeing to a patch. Water-soaked or deteriorated roofing also rules out a recover, which means a full tear-off to the deck.

What to do safely after a storm
Stay off the roof. Check from the ground for missing tabs, exposed felt, lifted ridge pieces and ceiling stains. Insurers look for cracked or loose tabs, exposed asphalt and visible leaks in the attic. Photograph each one before any temporary cover goes on.
Palm Bay issues roof permits through the City of Palm Bay Building department. Whether a small repair needs one is the building official's decision, so call them first. Reroofs are exempt from plan review.
On insurance, a roofer may not urge you to file a claim or offer anything of value for an inspection. Notice of a new claim must reach your insurer within 1 year of the loss. What your policy pays for is a question for your agent or insurer, not a roofer.

Do mobile homes in Palm Bay need different roof repair?
